Role Summary

We are hiring an exceptional Senior Advisor with a strong track record of successful delivery of digital and tech transformation initiatives within government or in a government advisory or management consulting role. We are looking for an enthusiastic and strong candidate to support our clients in the Americas, particularly in the Caribbean, working to reform and evolve governments through innovation and technology.

TBI’s tech and digital transformation offer for governments comprises giving tailored advice in five main areas (Connectivity, Digital Infrastructure, Digital ID, Digital Public Services, and Data & AI). As the Senior Advisor, you will work with our country teams across the Caribbean region to support our clients in driving initiatives across these sectors, drawing on experience advising governments on their structures, policy frameworks, culture and skills needed to deliver successful public sector digital transformation projects. The Senior Advisor is expected to build strong relationships with key public and private stakeholders, undertake landscape and feasibility assessments, identify opportunities for digital transformation, and propose practical ways and requirements to address them.

Under the guidance of the Regional Director – Caribbean, you will advise our clients on strategy, policy, and delivery of digital and tech transformation, working closely with our in-country teams. The Advisor will capitalise on the wide range of expertise and resources across TBI, in particular, those in our Global Client Solutions (GCS), Global Innovation Unit (GIU) and Strategy & Partnerships (S&P) team, to bring the best of TBI to our government clients.

The Senior Advisor will work closely with country teams to ensure successful delivery of the country teams’ digital transformation workstreams, ensuring TBI’s value proposition is appropriately tailored to the specific needs and opportunities in the local context. The role will require working closely with senior government representatives and will be responsible for establishing and nurturing relevant relationships within the private sector and development partners.

This role requires an exceptional candidate with relevant expertise, networks with governments and/or tech and digital both in and external to the Caribbean region.

Key Responsibilities

Working closely with the Regional Director for the Caribbean, country teams, and a network of tech and digital transformation experts across the Institute, the Advisor is expected to support the delivery of a coherent and impact-driven digital transformation offer for our clients, particularly in the Caribbean, based on tech-enabled solutions and harnessing digital technologies.

Successful candidates will be based in either the Caribbean region or the USA. If based in the Caribbean, TBI will endeavour to support with visas where this is required For the USA you will require the existing RTW.

The key responsibilities of this role will include:

Employ a regional approach to subregions within the Americas, particularly engaging with multilateral actors in CARICOM to further develop TBI’s offer to be scalable and self-reinforcing for individual states.

Work with the TBI country teams and TBI central teams to deliver quality and impactful digital transformation initiatives built around clients’ national priorities.

Engage with senior client stakeholders to advance tech-enabled solutions for our clients.

Identify opportunities for TBI to support our clients in their digital and tech transformation across five main areas:

Connectivity, Digital Infrastructure, Digital ID, Digital Public Services, and Data & AI.

Lead strategic conversations and catalyze initiatives with government and partners around Digital, Data, AI Transformation, and AI Experimentation and Adoption.

Where appropriate, support our clients to leverage the expertise of the tech ecosystem, harnessing innovations to support on the delivery of its ambitions.

Build strong relationships with senior public and private sector stakeholders, maintaining an in-depth understanding of current trends across the technology ecosystem, identifying opportunities for collaboration.

Develop relationships with actors across the broader tech ecosystem, including private sector and development partners, tech innovators and digital industry leaders to deliver quality advice to our client.

Customize and tailor TBI’s regional digital transformation offer to suitable engage with and respond to government challenges and innovation aspirations within subregions (Caribbean, Latin America, etc.).

Person Specification

The successful candidate should demonstrate the majority of the following:

Experience in management consulting and government, related to digital transformation, data governance and emerging technologies

Familiarity with Caribbean and Latin American policies and regulations, as well as culture change and skills needed to foster and enable technology transformation

Significant experience in the development and operations of robust policy and technology solutions in a public sector environment acquired in one of the big tech giants

Significant experience in project management and delivery in the tech sector, ideally in the public sector

Substantial experience across at least two of the five TBI digital and tech focal areas (Connectivity, Digital Infrastructure, Digital ID, Digital Public Services, and Data & AI), experience across more focal areas is an asset

Proven track record in leading large and complex transformative tech projects at national scale

Exceptional attention to detail for written deliverables and the proven ability to deliver quality written outputs under tight deadlines

Skilled communicator from executive office level through to technical level, is adept at speaking to senior leadership at clients and internally

Able to function and provide guidance in a matrixed, team-oriented environment to support teams achieve impact at scale under pressure

Bold thinker equipped to be a thought partner and peer to cutting edge technology companies as well as government leadership with an aim to thinking towards the future of government with technology and science at its heart

Demonstrated ability to work effectively with a wide range of government and non-government actors, including the private sector and development partners

Experience working in the Caribbean and Latin America particularly on digital and technology transformation projects for public good would be advantageous but not essential

Fluent in English. Spanish/Portuguese or another regional language skill would be an asset
