Network Designs, Inc. is seeking a Program Controller to oversee the administrative, managerial, and financial activities related to our contracts. As a self-starter and well-organized individual, the Program Controller will direct all fiscal management and administrative activities, such as budgeting, manpower and resource planning, and financial reporting. This role involves performing complex evaluations of existing procedures, processes, techniques, models, and/or systems related to management problems or contractual issues, developing solutions, and preparing comprehensive reports. The Program Controller will also develop and manage work breakdown structures and utilize various tools to analyze problems, perform complex evaluations, making recommendations to improve project outcomes. Reports directly to the Program Manager, this position is crucial for coordinating project activities, improving communication, consistently measuring performance metrics, and ensuring the timely and quality delivery of program deliverables.

Note: Position is contingent on contract award.

Requirements:

• U.S. citizenship is required

• Ability to obtain and maintain a Public Trust clearance as required by contract.

• This position is onsite at DOJ location in Falls Church, VA

Qualifications and Experience:

• Bachelor's Degree with 5+ years' related experience or 7+ years' equivalent work experience

• IT management certifications or technical support certifications preferred.

• Proven experience in directing administrative, managerial, and financial activities in a project or contract environment.

• Strong capability in developing and managing work breakdown structures and performing complex evaluations.

• Excellent leadership and organizational skills, with the ability to provide daily supervision and direction to staff.

• Proficiency in budgeting, manpower and resource planning, and financial reporting.

• Strong problem-solving and analytical skills, with a capacity to recommend and implement solutions to project-related problems.

• Familiarity with Microsoft Project or similar project management software.

• Superior written and verbal communication skills.

• Ability to work independently and well-organized.

Responsibilities:

• Direct administrative, managerial, and financial activities related to the contract.

• Pro-actively inform the Program Manager of the budget status and assist with making recommendations to support financial and resource decisions.

• Coordinate with program leadership and government officials for the completion of administrative actions.

• Coordinate and track security clearance activities from beginning to end.

• Coordinate on boarding of new staff members with the government officials, corporate staff, and subcontractors.

• Coordinate and track the off boarding of staff members with the government officials, corporate staff, and subcontractors.

• Develop and manage work breakdown structures for effective project management.

• Perform complex evaluations of procedures, processes, and systems, providing solutions to management problems or contractual issues.

• Provide daily supervision and direction to staff, ensuring effective team performance.

• Minimize duplication of effort and improve communication through effective coordination of project activities.

• Maintain a Microsoft Project schedule, updating it with project milestones, and tracking cost, schedule, and performance.

• Recommend and direct the analysis and solutions of project-related problems.
