Job Description

The DoS Export Control and Related Border Security (EXBS) program provides assistance to foreign governments to ensure that their strategic trade control (STC) systems meet international standards, to assist in establishing appropriate national legal authorities and independent capabilities to regulate legitimate trade in dual-use items and conventional arms, create authorities and capabilities to identify, interdict, and investigate illicit shipments by nefarious actors seeking to bypass the authorization system, and to prosecute those who violated the law.

EXBS program implementation includes technical assistance and training activities, legal-regulatory consultations, assessments of national export control systems in EXBS partner countries, equipment maintenance and repair, global and regional conferences, deployment and enhancement of automated licensing systems and upgrade of other tools, and training curriculum development. These activities facilitate long-term, systemic change.

Job Description:

Subject Matter Exports will travel to partner country capitals and support the efforts of governments to develop comprehensive strategic trade control (STC) systems that meet international requirements. Consultations shall be provided across the 5 EXBS program pillars of an effective STC system, i.e., legal/regulatory, licensing, enforcement, industry outreach, interagency cooperation, and international cooperation. Expert consultations shall include, but are not limited to, reviewing and providing comments on STC laws, assisting in drafting implementing regulations for STC laws, critiquing border enforcement operations and training programs, assisting in the design of industry outreach strategies, and advising on requisite STC improvements for joining multi-lateral export control regimes.

Mandatory Qualifications:

Baccalaureate or higher-level degree from an accredited college or university with a major Political Science, International Affairs, Natural Sciences, engineering, management, criminal justice, or law.

10+ years of experience in global trade control management and compliance, including:

Knowledge of international strategic trade control norms, best practices, and proliferation trends;

Experience drafting laws and regulations governing the control of trade and transfer of dual-use goods and technologies and conventional arms;

Experience providing training and technical consultations to national governments on nonproliferation issues;

Experience with developing internal compliance programs (ICP) and resources for private industry and providing on-site export control training for company personnel;

Experience as a speaker and presenter at regional and international export control conferences;

Evidence of research and publications on trade controls-related issues.

Additional Qualifications:

Knowledge of, and skill related to the development of program level correspondence.

Knowledge and skill in program assessment techniques related to resource allocation, risk management, performance metrics and project execution.

Must have excellent communication skills, both written and oral, as well as customer service skills due to daily inter-action with various levels of both international and domestic stakeholders. Oral and written fluency in English.

Experience working with a diverse and often conflicting group of stakeholders on politically sensitive programming initiatives.

Ability to perform without Government assistance or training.
