Job Summary:

Assists the manager with program operations including studying practices and methods and making recommendations for changes, assists in budget preparation, and monitors expenditures as well as supervises assigned area and personnel. Provides supervision and technical assistance for staff in assigned area.

Job Duties:

Studies management methods in order to improve work flow, simplify reporting procedures, or implement cost reductions. Analyzes unit operating practices such as record keeping systems, forms control, office layout, suggestion systems, personnel and budgetary requirements, and performance standards to create new systems or revise established procedures. Analyzes jobs to delimit position responsibilities for use in wage and salary adjustments, promotions, and evaluation of work flow. Studies methods of improving work measurements or performance standards. Coordinates collection and preparation of operating reports such as time and attendance records, terminations, new hires, transfers, budget expenditures, statistical records of performance data, and prepares reports including recommendations for solutions. Issues and interprets operating policies. Reviews and answers correspondence. Assists in preparation of budget needs and annual reports of organization. Compiles, stores, and retrieves management data. Monitors programs to ensure compliance with program procedures, rules, regulations, laws, and policies and procedures. Develops the monthly staffing schedules for services. Develops reports as needed. Participates as a member of the Physical Inventory Team and the Total Quality Improvement Team. Provides supervision and technical assistance for staff in assigned area. Performs as a lead person for the data base system, responsible for training staff and administrative approval process. Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES

Manages 1-3 subordinate supervisors who supervise a total of 5 to 20 employees in the Family Assistance Department. Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications:

EDUCATIONAL REQUIREMENT

Bachelor's degree from a 4-year college or university in Social Work or field that encompasses Human Relationship activities or other related field; or six years related experience; or equivalent combination of education and experience.

EXPERIENCE REQUIREMENT

An additional three years related experience is required.

COMPUTER SKILLS

An individual should have knowledge of Spreadsheet Software and Word Processing Software.

CERTIFICATES, LICENSES, REGISTRATIONS

Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating.

OTHER SKILLS AND ABILITIES

Requires extensive experience in using database software for participant application process, as well as participant tracking process.

OTHER QUALIFICATIONS

Employee must not and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG’s Cumulative Sanction Report, or the GSA’s List of Excluded Providers, or listed on the OIG’s List of Excluded Individuals/Entities (LEIE).

PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to sit; use hands to finger, handle, or feel and talk or hear. The employee is occasionally required to stand; walk; reach with hands and arms and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision and depth perception.

WORK ENVIRONMENT

While performing the duties of this Job, the employee is occasionally exposed to wet and/or humid conditions; outside weather conditions; extreme cold and extreme heat. The noise level in the work environment is usually moderate.
