The next iteration of our integrated approach relates to the planned export of our natural gas to markets in growing economies overseas. To achieve this aim, PCE will supply B.C.’s proposed Woodfibre LNG project, which will liquefy the natural gas and load it into vessels. The natural gas will be shipped to help supply a growing demand for cleaner sources of energy in Asia.

Responsibilities:

THE POSITION

PCE is currently seeking a HSE Manager, based out of the Calgary office. Reporting to the Senior Vice President, Operations, this senior role is responsible for providing overall HSE leadership on all aspects of the business (Gas Plants, Well-Sites, Water, Maintenance, D&C, Civil, Facility, Projects, Pipelines) while adhering to industry regulations. The HSE Manager is part of a greater multi-disciplinary team accountable for developing, deploying, and embedding policies and framework related to people and process safety, health, regulatory and environment. This position is ultimately responsible for influencing Goal Zero Mindset (no harm to people, no leaks across all our operations) in the organization.

Key Responsibilities

Role Dimensions include: 4-5 direct/indirect reports, influence ~200 field workforce (staff and contractors).

Provide senior HSE leadership on all aspects of the business (Gas Plants, Well-Sites, Water, Maintenance, D&C, Civil, Facility, Projects, Pipelines).

Accountable for stewardship of monthly and annual HSE roadmap actions. Champion setting 2-5 year strategic vision for HSE department.

Owner of all HSE Key Performance Indicators (both leading and lagging) including people and process safety, Tier 1, 2 Gas Releases, Reportable and Non-Reportable Spills, critical safety training, lifesaving rules, field senior leadership visits, road compliance, near miss reporting, hazard observations, HSE in contracts, Management of Change Process, Asset integrity etc.

Ownership of Risk Management funnel on HSE.

Accountable for embedment of Life Saving Rules and other key initiatives from Energy Safety Canada.

Through leveraging Energy Safety Canada, introduce Human Organizational Performance (HOP) and “Safety 2” also known as “New safety” to leadership members in the Operations, D&C, Facility etc. Support building a foundational understanding of HOP in leadership roles.

Build and maintain strong relationships with WorkSafe BC.

Accountable for Incident Command Process, Embedment and Deployment, including training.

Establish monthly cadence with JOHSC meetings and determine focal points that matter to the workforce.

Establish KPI’s for measuring deployment of Emergency preparedness.

Establish frequency, cadence on safety forums within the business for Operations, D&C and Projects.

Build and manage synergy with Critical Contractors via Contractor Safety Forums and Comply Works etc.

Deploy/Embed/Sustain Visible Safety Leadership program.

Owner for Standard and Manual (HSE) and ERP, gap closure and embedment.

Hazard Observations – Reporting, reviewing trends, and providing qualitative insights to business units on monthly cadence for improvement.

Support Risk Management Register for Operations, D&C, Facility by providing safety related insights.

HSE in Contracts – Work with supply chain and report safety data for critical contracts that will feed into the Business Performance Review Meetings and other contractor forums.

Providing guidance to Operations, D&C, Facility Leadership on gap closure/opportunities related to Incident Management, Reporting and Learning from Incidents.

Supporting the business in maintaining E0100 Certification and CI.

Accountable for HSEMS Audits and associated Gap Closure

Support delivery of Reclamation and Remediation planning and delivery.

Key Leader for interface with Industry Forums such as OSSA, Energy Safety Canada etc.

Budget owner for HSE.

Ensure compliance with government regulations.

Pursue and evaluate technologies with dedication towards continuous improvement.

THE INDIVIDUAL

About You

Prioritize safety above all, ensuring that every process and procedure adheres to the highest safety standards and protocols. Role models the visible safety leadership principles.

Demonstrates a deep understanding of HSE principles and practices.

Champions HSE integration between D&C, Sub-surface, Operations and Technical departments.

Analyzes complex problems, identifies root causes, and develops effective solutions.

Collaborates effectively with multidisciplinary teams, driving alignment and achieving shared objectives.

Communicates HSE technical information clearly and effectively to a diverse audience.

Adapts to changing priorities, manages multiple projects, and delivers results under tight deadlines.

Proactively identifies opportunities for improvement and champions innovative solutions.

Qualifications

NCSO/CSO/Certificate in Occupational Health Safety (OHS) and Environmental Systems a requirement.

COR Auditor or Equivalent Certification; Standard First Aid

ISO45001 (international standard for occupational health and safety) certification as asset.

Bachelor’s degree in Engineering (chemical, petroleum or process Engineering preferred) or Engineering Technology Diploma will be an advantage.

Minimum 15+ years of HSE experience with at least 10+ years of Oil and Gas experience, preferably in hydrocarbon gas processing or a related energy resource industry (Refining, Upgrading, Oil Sands, Mining, Pipelines).

Minimum 5+ years of leadership experience in Incident Command Roles.

Prior experience (>5 years) as HSE Manager will be an advantage.

Prior people leadership experience - management of >10 direct workforce will be considered an asset.

Experience of pro-active interfaces with industry safety forums such as Energy Safety Canada.

Working experience in development of Emergency Response Plans.

Working understanding of ISO14001 standards.

Prior cost management experience - budgetary accountability > $1M annually will be an advantage.

Prior experience in strategic succession planning, defining roles/responsibilities for the organization.

Prior working experience with indigenous communities.

Must be able to travel to the field (once a month) for effective management of all aspects of HSE.

Detail-oriented, team player, committed to continuous improvement, and a strong focus on people, process and transport safety.

Familiarity with people and process safety fundamentals an asset.

Working Knowledge in OH&S legislation, safety management systems, and operational hazards & controls.

Ability to define problems, collect data, establish facts, and draw conclusions.

Ability to demonstrate computer literacy in Excel, Word, PowerPoint, and relevant incident reporting software.

Effective communication skills, both written and verbal.
