Summary:

Working under minimal direct supervision, the Facilities Mechanical Design Engineer (“FE”) assists the Director of (TBD) with project development and management, performance metrics analysis, energy analytics, conceptual design, budgeting, and scheduling for renovation and facilities projects. The FE will take a large role in coordinating with Facilities Management project managers on all phases of the project life cycle, including with the planning and execution of projects from inception through occupancy, with a focus on scope, build-ability, scheduling, cost estimating and coordination. The FE may also be assigned as a project manager from time to time as the needs of the department dictate. The FE will develop and analyze plans, opportunities for energy savings and scopes of work related to construction projects as necessary to support the project management functions of the Facilities Management department. The position coordinates and assists in maintaining relationships with the client and stakeholders.

Project Requests – Oversees Project Initiation Process (PIP) and responds to internal university client’s new project (2build) requests and responsible for developing the scope of work, total project cost estimating, schedule development, funding source for approval by university client.

Essential Functions:

Project Management – Responsible for management of the project delivery process including design, construction, occupancy and close-out phases of renovation projects. Reviews documents developed by the project teams including standards, design documents, technical specifications and bid documents to ensure accuracy, completeness and conformance to project goals. Manages the work of the construction management team consisting of other professionals to ensure that high quality facilities projects are constructed; commissioned and placed into operation in a manner consistent with the approved schedule and budget.

Energy Management – Assist energy managers in seeking out, determining feasibility of, initiating, coordinating and at times, manage energy savings projects to save the University operational expenditures. Review and prepare custom reports related to the payback and resultant savings for use by university leadership in go-no go decision making.

Assist in the maintenance of the AU Design Standards.

Assist project managers in the review and evaluation of project designs to ensure compliance with program, and design guidelines and standards.

Other duties include, but are not limited to the following:

Serve as technical expert and advise on all MEP related issues for all university commissioning projects as member of 2-person university commissioning group. Liaise between building automation (BAS) department and other departments. Interpret technical data from building automation team and communicate impact on projects and operations to peer departments.

Develop BAS training for project managers. Develop agenda, oversee training, and review feedback for development for ongoing training. Provide design review of all university construction projects as a subject matter expert for MEP and utility systems.

Impart knowledge gained from eight years of design and construction experience as a consulting engineer prior to working in facilities. Analyze, process, and refine substantial amounts of data, including BAS trending and utility consumption, into concise executive summaries for review by university stakeholders.

Assist CPO department with engineering challenges on an ad-hoc basis. Coordinate with operators and provide design and engineering context to supplement operations knowledge. Provide quality control and backup support for CPO department. Tasks include reviewing operating budgets and providing feedback, coordinating with local utilities and inspectors, and making daily rounds to assess performance of university central plant and energy systems. Serve as subject matter expert for university historical construction projects.

Assist university stakeholders in locating historical record including as-built drawings, operation and maintenance manuals, and warranty information. Evaluate MEP systems, identify deficiencies, and recommend corrective actions to improve performance, increase occupant comfort, optimize efficiency, and reduce energy consumption.

Procure and oversee consultants and contractors to oversee corrective actions. Evaluate projects post-construction using tools such as BAS trending to gauge success of energy conservation measures (ECM). Refine raw output data from BAS and perform data analysis to provide conclusions.

Develop, review, and implement optimized sequences and control strategies in support of the university design standard and sustainability plan. Prioritize service and maintenance efforts with consideration of impact on sustainable operations.

Specialize as project manager for MEP related projects. Provide expertise of systems that have a significant impact on stakeholder satisfaction.

Position Type/Expected Hours of Work:

Full Time- 35 Hours per week.

Required Education and Experience:

Bachelor's degree or equivalent.

Program of study in engineering, construction management or other relevant field or the equivalent in education, training and experience related to planning and building design.

3-5 years of relevant experience

Experience in construction or facility planning, and database and graphics software.

Preferred Education and Experience:

Master's degree.

Program of study in construction management, engineering, planning or other relevant field or the equivalent in education.

Preferred Experience:

4-6 years of relevant experience.

Experience in institutional construction, design or planning.

Additional Eligibility Qualifications:

Understanding of and ability to support facility planning and project development initiatives.

Highly developed analytical, presentation and communication skills.

Ability to work with diverse constituencies and develop and manage expectations.

Ability to negotiate and resolve confrontational issues as they arise.

Knowledge of design and construction processes and City, State, and Federal codes, and ordinances.

Knowledge of facility contracting procedures with emphasis on design build projects, including cost estimating, job site safety, project scheduling, and quality control procedures.

Ability to develop design and construction project scopes, budgets, and schedules.

Ability to use computer aided drafting, presentation software, spreadsheets, and databases.

Ability to coordinate and oversee the implementation of projects for each major construction discipline including fire protection, mechanical, electrical, communications, CCTV, etc.
