Project Overview

Bechtel is seeking to work with a major Indian corporation to provide Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of their existing petrochemical facilities in India. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices.

You will bring your experience and expertise to the PMC role while working within the customer’s organization as part of an integrated team. Position Summary

Review and approve as Owner Representative for pre-commissioning, commissioning and startup activities and assignments on the project. Overall responsibility for organizing, executing, and coordinating assignments on the Reliance Vinyls (PMC Scope). Responsible for day-to-day decisions within assigned area or project and makes recommendations to department or project management regarding policy and procedure. Responsible for the review of project design specifications, documents and drawings and provides recommendation of changes to design so that projects are safe and operable. Provide and supervise input for employee annual performance reviews, evaluations, and career development.

Position will be initially based in home office and transition to site as project progresses.

Responsibilities

Establish appropriate and agreed interface and reporting line with Owners.

Develop progress and assurance processes during pre-commissioning, commissioning, and startup of facility.

Oversee management and development of pre-commissioning, commissioning, and startup personnel.

In close collaboration with the licensors, EPCM contractors and vendors, establish individual project-wide procedure for punch listing, criticality assessment and resolution monitoring.

Establish the interdependencies between the systems and plants.

Establish, through the licensors, the performance test requirements for each system and the entire plant.

Review the pre-commissioning plan covering system-wise and loop-wise activities with RACI matrix (Responsible Accountable Consulted Informed) between the EPCM contractors, PMC (program management contractor) and owner.

Expedite, through the EPCM contractors, the performance test procedures for vendor-supplied Package Units.

Establish, in consultation with owner, any additional pre-start-up engineering requirements for implementation by the EPCM contractors.

Assist owner to set-up the priorities and start-up sequence of plants, units, systems and sub-systems.

Monitor and report the progress of the start-up and commissioning of each project.

Coordinate with the licensors and EPCM contractors for the Mechanical Completion audit.

Coordinate with the licensor for operating staff training (Classroom/Field) during pre-commissioning and start- up.

Monitor that the licensor prepares all the procedures and operating manuals including those for testing, commissioning, start-up, performance testing, emergency and that they reviewed and approved before these activities begin.

Monitor that the licensors, EPCM contractors and vendors prepare all the handover documentation required for plant start-up and that they are reviewed and approved by owner before start-up.

Expedite and coordinate the performance tests and the test results.

Witness activities including Inspection and Site Acceptance Tests (“SAT”), as required.

Coordinate Plant Start-up Safety Review (“PSSR”) audits and review, monitor and control the Punch Lists prepared by the licensors.

Review the completion of punch list items, confirm that all relevant drawings and specifications are ready for pre-commissioning and start-up, and certify achievement of Mechanical Completion in accordance with the contract.

Prepare pre-commissioning and start-up progress reports, including the assessment of the commissioning organization.

Confirm that the protocol documentation, including check lists and test certificates, are duly prepared and signed by concerned authorities as per the RACI matrix.

Endorse, for owner’s approval, the certificates for hand over, including Mechanical Completion, RFSU (Ready for Start-up), ready for performance testing, Provisional Acceptance Certificate and Final Acceptance Certificate as defined in the EPCM contracts.

Qualifications and Skills

Basic Qualifications

Bachelor's Degree in a technical field or In-lieu of degree, 10 plus years of related experience.

Additional Qualifications

Prior experience of Process Systems pre-commissioning, commissioning and startup of a hydrocarbon/chemical process facility.

Extensive technical knowledge of the process, commissioning, startup and initial plant operations including performance testing of a hydrocarbon/chemical process facility.

Knowledge of engineering systems and calculations, applications of both engineering and startup methods, and knowledge of application of computers to engineering problems.

Extensive knowledge of administrative practices including cost and scheduling.

Extensive knowledge of precedents in the startup and operations areas and a broad knowledge of principles and practices of related areas.

Broad knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing.
