Summary: Manages residential, real estate properties by performing the following duties personally or through subordinates:

Essential Duties and Responsibilities include the following. Other duties may be assigned by the Regional Manager.

Hires, fires, disciplines, supervises and evaluates the performance of all staff members; oversees staff development; ensures compliance by staff with all company policies

Ensures compliance by all staff with Fair Housing rules and regulations, and all applicable federal and state compliance regulations

Ensures compliance by all staff with any applicable governmental or regulatory agency regulations (i.e., HUD, CHFA, LIHTC, various regional housing authorities, tenant recertification, subsidy billing, etc.)

Oversees leasing and lease renewal processes, rental collection process, delinquencies, marketing activities, supply and equipment inventory and ordering, and processing of move-ins and move-outs.

Performs market comparable studies to ensure that rents are in line with market conditions.

Promotes resident retention; resolves resident or commercial tenant issues; and ensures resident and tenant compliance with the lease and all property rules and regulations

Works in conjunction with the company’s lawyers regarding evictions

Performs daily inspection of the property and annual inspections of each unit

Addresses safety and security concerns at the property

Carries site phone and is on-call for leasing inquiries and property emergencies

Oversees maintenance, preventive maintenance, and capital improvement projects at the property; oversees work by contractors

Works with vendors and subcontractors

Works with the Regional Manager and the corporate office on annual budget development and monitoring, and control of accounts receivable and payable.

Assists the Regional Manager and the corporate office as requested with regards to property financing, refinancing, acquisition or disposition.

Assists the Regional Manager as instructed and as per business and operational needs

Supervisory Responsibilities: Directly supervises all on-site personnel. Carries out supervisory responsibilities in accordance with the company’s policies and in accordance with all applicable federal and state laws. Supervisory responsibilities include interviewing, hiring, and training of employees; planning, assigning, and directing employees’ work; appraising performance, rewarding, disciplining and terminating employees; addressing employee complaints and resolving personnel issues.

Walk for extended distances throughout the property

Climb stairs to enter apartment units

Sit/stand for extended periods

Use hands for extended periods to type, input data and write

The employee must occasionally lift and/or move up to 10 pounds (for items such as office supplies, storage boxes containing current or archived files, etc).

Certificates and Licenses: Individuals should have or be willing to obtain various certificates and licenses related to the job and/or required by the property or by state or federal law (i.e., Fair Housing Training, Sexual Harassment Prevention Training, ARM or CPM designations, certificates acquired through tax credit training, occupancy or recertification training, IREM courses, real estate sales licenses, etc.)

Computer Skills: To perform this job successfully, an individual must have the ability to use Property Management software (such as One-Site), internet software, spreadsheets and word processing.
