About this position

Belize has received the most significant foreign population in relation to its population, accounting for 15 percent of the total or 55,000 (UN 2019; IOM 2021). In general, migrants are looking to improve their social and employment opportunities. In Belize, migrants work in many sectors of the economy, and many operate small and micro businesses, contributing to economic activity and employment. However, compared to native families, migrant families are socioeconomically disadvantaged, and their education levels are lower (IDB 2020). This translates into significant integration challenges for migrant families in the country.

The Bank has been supporting the Government of Belize through investment loans, grants, and technical assistance in different sectors, one of which has been the digital transformation process of the Immigration Department of the Ministry of Foreign Affairs, Foreign Trade and Immigration (MFA). In accordance, the IDB is looking to continue supporting the digital transformation of the Immigration Department, and it is looking to contract an individual database specialist/data engineer to support this digitalization. In particular, the MFA seeks to create an analytical data warehouse to suit its analytical, reporting, and business intelligence needs. An ETL (Extract-Transform-Load) infrastructure must also be implemented to aggregate and transform data from various existing databases and then feed it in the appropriate structure and format into the data warehouse.

You will work in the Migration Unit (MIG) part of the Social Sector (SCL). The team's mission is to support migration-receiving countries, countries of destination, and migration in transit and the host communities through lending operations; regional, sub-regional, and national dialogues; regional cooperation to generate public goods; capacity building and training; and applied research.

Objectives: This consultancy aims to build a data warehouse for the MFA to be used as the main data source for dashboard, stats, and reporting in the MFA. This effort will be done with the leadership of the MFA technical team.

What you’ll do:

i. Process analysis:

Conduct a thorough examination of the services, operations, and processes within the Ministry.

Conduct a comprehensive analysis of existing data sources and data models, developing a complete mapping of sources and dataflow charts.

ii. Requirements gathering and analysis:

Collaborate with stakeholders from the MFA, particularly the IT team, to understand business objectives and gather system requirements.

Translate business needs into clear and concise functional specifications for development teams.

iii. Data Warehouse Design and Architecture:

Design a data warehouse architecture that aligns with the Ministry’s needs and supports efficient data storage and retrieval.

Define data models, dimensional schemas, and data structures for the data warehouse.

iv. ETL Pipeline Development:

Design and develop the ETL process to extract, transform, and load data from the Ministry’s transactional databases into the data warehouse.

Ensure data quality and integrity during the ETL process.

v. Data Integration and Transformation:

Participate in project planning and estimation, providing technical expertise and contributing to project timelines.

Monitor project progress, identify potential risks, and take necessary measures to ensure success.

vi. Testing and Quality Assurance:

Conduct thorough data warehouse and ETL pipeline testing to ensure accuracy and reliability.

Collaborate with stakeholders to validate data and ensure it meets business requirements.

vii. Documentation:

Maintain detailed documentation of data warehouse design, ETL processes, and system configurations.

What you'll need:

Education: Master's or bachelor’s in computer science, information Systems, or other fields relevant to the role's responsibilities.

Experience: At least five years of progressive experience in database management, data engineering, data warehousing, or related fields.

Languages: Proficiency in English.

Requirements:

Citizenship: You are either a citizen of Belize or a citizen of one of our 48 member countries with residency or legal permit to work in Belize.

Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration:

Type of contract: Products and External Services Consultant (PEC), Lump Sum.

Length of contract: 12 months.
