Program Background

The Pacific Horticultural and Agricultural Market Access (PHAMA) Plus Program commenced in late 2018. Its precursor program PHAMA commenced in 2011 and this phase of evolving support will result with the program spanning over 15 years.

The overall purpose of PHAMA Plus is to contribute to improved economic growth and rural livelihoods for Pacific peoples, with an emphasis on gender equity and inclusion and climate sustainability. PHAMA Plus continues to resonate strongly with the economic development, economic integration and regional strategic intentions underpinning the foreign policies of both Australia and New Zealand.

PHAMA Plus aims to improve economic growth and rural livelihoods in smallholder households across 10 Pacific countries (Cook Islands, Fiji, Kiribati, Papua New Guinea, Niue, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu), while also developing and growing export opportunities for Pacific primary exports to Australia, New Zealand and other countries. PHAMA Plus is commercially focused, export oriented and inclusive. It has three end-of-program outcomes:

Producers and exporters use maintained and new export market access for Pacific export products.

Women and men exporters, processors and producers adopt quality and productivity enhancing innovations for their export products.

Women and men staff of Pacific biosecurity authorities perform their market access facilitation functions better.

The Role

The Inclusion and Results Measurement Officer is responsible for designing, planning, and delivering monitoring and results measurement (MRM) activities, including with respect to Gender Equality, Disability and Social Inclusion (GEDSI). The role will be based with the Tonga Country team and will be a focal point for ensuring inclusion measures are integrated across sector strategy development, intervention design and implementation. The Officer ensures that the country-level MRM system effectively tracks intervention progress, detects, and measures systemic change, sector performance change, inclusion results and contribution to program outcomes. The position will employ best practices in terms of MRM, with a special focus on impact on GEDSI drivers and indicators. Additionally, the position ensures that opportunities to mainstream inclusion measures through PHAMA Plus are incorporated into program strategies, plans, and interventions.

About You

The successful candidate will have relevant qualifications in Agriculture, Business, Economics, Gender and Development studies, Social Sciences, Advance Research and/or International Development or similar field. They will have demonstrated experience in understanding statistics and quantitative measurement through a variety of survey instruments and analysis techniques. Additionally, the ideal candidate will have demonstrated understanding and/or experience in addressing gender equality, disability, and social inclusion areas in the delivery of programs. They will be highly competent in the use of Information and Communications Technologies (ICT) including: Microsoft applications; Data collection platforms (Kobo Toolbox, Survey Monkey, ODK Platforms). Prior experience in developing monitoring systems for development programs, preferably in the agricultural or rural sector, will be an advantage.

This position is locally engaged, only open to national citizens of Samoa.
