About Us

The Ministry of Energy and Resources develops, coordinates and implements policies and programs to promote the growth and responsible development of the province's natural resources industries. The ministry operates as the primary regulatory authority for the oil and gas industry and ensures competitive royalty systems, regulations and policies for all natural resource sectors. The ministry also plays an important role in promoting Saskatchewan's diverse resource potential to investors around the world.

The Energy Regulation Division (ERD) regulates the lifecycle activities related to the responsible development of Saskatchewan's oil, gas and associated mineral resources. ERD implements regulatory programs related to protecting public safety and the environment; maximizing recovery from oil and gas reservoirs; preventing wasteful production; managing greenhouse gas emissions; collecting well data and production statistics and managing long-term liabilities associated with wells, facilities and pipelines.

The Opportunity

The Ministry of Energy and Resources is seeking a dynamic, visionary and results-oriented individual who is an analytical and strategic leader for the position of Director, Regulatory, Affairs and Licence Management. Reporting to the Executive Director, Regulatory Affairs and Analytics, this position plays a key role within the ministry to provide leadership, expertise, advice, and direction related to regulatory oversight of the oil and gas and other mineral extractions governed under The Oil and Gas Conservation Act in the province. The position oversees the Regulatory Affairs unit which leads policy, legislative/regulatory development, engagement and organizational support as well as the Licence Management unit responsible for oversight of well-licencing activities.

The duties/responsibilities of this position include:

Leading, coaching and mentoring a management team to achieve divisional/branch and ministry strategies;

Proactively identifying policy solutions and leading the development of recommendations and supporting materials (legislative/regulatory amendments, BN’s, cabinet items, policy papers) to address potential or emerging issues related to resources regulated by the Ministry;

Ensuring the efficient operation of processes related to the licensing of wells utilized for resource extraction;

Leading and coordinating divisional responses on various emerging issues and leading and supporting division efforts related to regulatory and program reviews, red-tape reduction, and results reporting.

Ideal Candidate

As the Director of Regulatory Affairs, you will be part of a team dedicated to achieving regulatory excellence in support of the responsible development of Saskatchewan’s non-renewable mineral resources. Our candidate of choice possesses the following:

A strong background in policy development and program management;

A solid understanding of operational planning, human resource management and legislative and regulatory processes;

Strong leadership, interpersonal and communication skills which are essential as you work across the division and ministry on various initiatives and which will help develop and maintain relationships with key industry stakeholders and other federal and provincial regulators;

A proven track record as a creative, innovative and results-oriented manager, with a thorough understanding of process and management principles, along with financial management experience; and

The ability to think creatively, identify opportunities for improvement and growth, inspire and motivate their team, take calculated risks, embrace change and new technologies, and adapt to evolving business environments.

Typically, the knowledge, skills and experience required to be successful in this position would have been obtained through:

Completion of a post-graduate degree in public administration, business administration, engineering, economics or a related field of study, or equivalent experience;

Extensive management experience with proven success leading a high-performing team; and,

Knowledge of the Saskatchewan resources industry (especially oil, gas, potash, helium, and carbon storage) would be an asset.
