Summary

This position is located within the Office of Management Services (OMS), Division of Acquisition Policy (DAP). The incumbent collaborates with Headquarters customers in planning, soliciting, awarding, administering, and closing out contracts. The incumbent also orders supplies, equipment, and services to support Commercial, Architect-Engineering, and/or Construction requirements. The incumbent in this position reports to the Director, DAP.

Salary is contingent on duty location.

The description of duties indicated below are summarized examples of tasks that will be performed by the position. This position is being announced concurrently under Merit Promotion/Excepted Service procedures. Please review vacancy announcement number IHS-24-HQ-12377935-ESEP/MP; for eligibility requirements. This announcement is identified as a position needed in support of Sanitation Facilities Construction (SFC) projects specifically funded by Congress through the Infrastructure Investment and Jobs Act (IIJA), subject for a Term of 2-4 years that may be extended up to 10 years subject to Agency determination.

Purchasing Operations: Prepare Purchase Orders (PO), open market and federal supply schedule, taking all required actions and preparing all required documentation prior to issuance of a PO, including, preparation of Requests for Quotations (RFQ) or solicitations.

Acquisition Planning: Provide technical assistance to the program offices on developing annual acquisition planning documents. Evaluate past business practices and determines what acquisition strategies can be developed to meet both simplified acquisitions and contracts over $250,000 for repetitive needs and one time requirements. Assist the programs in developing individual acquisition strategies, contract types, and assist in the programs with individual acquisition planning documents and mutually agreeable milestones that will lead to acceptable outcomes.

Contracting Operations: Responsible for the receipt and review of Individual Acquisition Plans to ensure all items required by regulation have been addressed. Assist the programs in developing individual acquisition advance planning documents and mutually agreeable milestones that will lead to acceptable outcomes.

Partnering: Responsible for partnering with program offices, including establishing trust and meaning working relationships that foster collaboration and positive work relationships. Communicate regularly with Project Officers on individual contracts. Establish regular monthly meetings with national programs to review and update annual plans, status of pre-award phase contracting activities and overall status of active contract over $250,000.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Basic Requirements For Gs-13 And Above

Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Minimum Qualifications

GS-13: Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Serve as a Senior Level Contracting Officer providing a full range of contracting transactions and activities from planning through closeout for the acquisition of construction services. Experience developing, preparing, and presenting terms and conditions in bids or proposals related to the award and administration of contracts for Architect-Engineering or construction services; negotiating and awarding contracts, modifications, or subcontracts; contract administration; cost or price analysis; contract clearance; developing negotiation positions and adjudicating claims or protests related to construction contracts.

SELECTIVE PLACEMENT FACTOR - Federal Acquisition Certification in Contracting: Must possess an active Federal Acquisition Certification in Contracting (FAC-C) Level III or the new single level FAC-C (Professional) certification. Attach a copy of certification and most recent Defense Acquisition University (DAU) /FAI Cornerstone on Demand Continuous Learning Individual Progress Dashboard. DAWIA Contracting Level 3 applicants must also attach a copy of their most recent Acquisition Career Record Brief transcript for verification.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is covered by a Bargaining Unit.
