Career Opportunity - Director, Human Resources

Our Client, The Financial Services Commission (FSC), is an integrated regulatory body established on April 1, 2011 by virtue of the Financial Services Commission Act (2010). It is charged with the responsibility for supervising and regulating non-bank financial institutions in Barbados, particularly those entities in the insurance, credit union, securities and occupational pensions sectors.

The FSC is seeking to recruit a seasoned HR practitioner for the post of Director, Human Resources (HR). With oversight of a team of four, the post will report to the Chief Operations Officer.

The Role

Collaborates with executive leadership to define the FSC’s long-term mission and goals; identifying ways to support this mission through effective talent management.

Designs, directs, and manages organisational development initiatives that address issues such as engagement, succession planning and career and workforce development to retain a cadre of talent to meet the FSC’s current needs as well as prepare for future opportunities.

Maintains knowledge of local laws, regulations, and international best practices in employment and human resource management, to ensure legal compliance with all existing regulatory guidelines while minimising the FSC’s exposure to legal action.

Identifies key performance indicators for the FSC’s human resource function.

Handles disciplinary and grievance matters in accordance with the FSC’s policy and relevant labour legislation.

Drafts and implements the FSC’s manpower and training budget, and the budget for the human resources department.

Leads the implementation and maintenance of the Human Resources Information Systems (HRIS) and provides analysis through HR metrics to assist in strategic decision making.

The Candidate

A Bachelor's degree in Human Resources, Business Administration or related field and at least seven years’ prior experience leading a HR department

A Master’s degree or MBA in a related field is highly preferred with certification in human resources (SHRM-CP, SHRM-SCP, PHR, SPHR, MCIPD).

Experience leading an organisation through a change management process.

Strong interpersonal and communication skills.

Strong computer skills and knowledge of various software programmes. Experience with the implementation of a HRIS would be an asset.

Thorough knowledge of employment-related laws and regulations.

Knowledge and successful practice of contemporary Human Resources concepts covering industrial relations, employee engagement, learning and development, compensation, total rewards, and work-life balance.
