This position is under a federal grant with anticipated duration of 3 years.

BASIC FUNCTION:

Reporting directly to the Senior Director of Broadband Deployment, this position has a key role in the design and management of the ConnectALL Office (CAO) grant programs and will provide day-to-day oversight of program operations and deployment/implementation of ConnectALL projects.

WORK PERFORMED

Play a lead role in design and administration of broadband deployment programs, including technical and legal requirements, applicant eligibility, application requirements, evaluation and selection process, and reporting strategies.

Support the creation of evaluation metrics and tools to assess applications to CAO grant programs, prioritizing need, ability to implement, affordability, and innovation, among other factors.

Lead execution of technical assistance programs for potential grantees, including identify, vetting, and procuring subject matter experts to provide advisory support.

Provide technical assistance to potential grantees to maximize participation in CAO programs, including:

Designing and executing technical assistance events (virtual and in person) where CAO can promote available funding opportunities, solicit applications, answer questions from potential grantees, and provide feedback on proposed projects

Develop external-facing materials to support potential grantees, including webinar presentations, application templates, sample applications, and other written guidance

Provide direct 1:1 assistance and troubleshooting for potential grantees, as needed

Manage launch of application portal(s) for CAO grant programs, communicate with applicants, review and evaluate proposals, make recommendations for project selection, and lead contracting process with selected grantees

Manage implementation of multiple large, diverse, and complex projects at once, including:

Ensuring that deployment proceeds on established schedules, that grant recipients adhere to programmatic and contractual obligations, and that projects conform to approved project plans

Maintaining regular contact with all grantees and project partners to understand project status, identify and flag risks, and troubleshoot deployment issues as needed with State agencies and other stakeholders

Maintaining updated project plans for all deployments and synthesizing information into high-level program tracking dashboards

Collecting, updating, and tracking data on a variety of project progress indicators and metrics, e.g., construction data, mapping and GIS files, budget and spending information, data on utility pole/permit applications, and more

Working with the Research and Data Analysis team to develop reports on project and program progress and impact

Developing internal- and external-facing materials to support project and program implementation, including board and inter/intra-agency review materials, contract and procurement forms, internal memoranda, presentation materials, and agreements

Working with the Field Inspection team and external technical advisors/consultants to verify completion of infrastructure installations and ensure compliance with all program requirement

Other tasks as needed to implement the Governor’s ConnectALL agenda.

Position expected to work onsite and/or remote consistent with NYS and ESD guidelines and needs.

MINIMUM REQUIREMENTS:

Education Level required: Bachelor’s degree.

Relevant experience required: 4-6 years of work experience, with a minimum of two years of experience in broadband/telecommunications deployment or management of major capital construction/infrastructure projects.

Substantial project management experience leading multiple complex projects at once, coordinating with interdisciplinary teams, and producing high-quality, on-time results

Experience advancing construction/infrastructure projects through local, county, and/or state government processes such as procurements, budgeting, planning, permitting, and public engagement.

Knowledge of and experience with broadband delivery technologies, network designs and typologies, delivery management systems, and technical and regulatory issues related to broadband and telecommunications deployment.

Proficiency in Microsoft Excel, ArcGIS and Google Earth, with advanced proficiency preferred along with familiarity with broadband deployment management systems.

Ability to travel in support of CAO projects and stakeholder engagement events.

Experience with development and administration of public grant programs or other solicitations (RFIs/RFPs) preferred.
