SPECIFIC JOB DESCRIPTION:

This position supports the Department of Defense (DoD) in the National Capital Region. Successful candidates will be an organized self-starter capable of performing tasks without the need for constant oversight and experience successfully working in a team environment. Assist government personnel by developing and implementing policy and guidance regarding development, acquisition, systems security engineering, resilience of key cyber terrain that is resident in cyber capabilities, weapon systems, mission platforms, Defense Critical Infrastructure, and the Defense Industrial Base. Key duties will include:

Engage and coordinate with heads of DoD components and agencies

Assign roles & responsibilities, integrate and track activities to completion, provide updates and status in written, verbal, and briefing form

Provide integration support across the cyber domain and investment portfolio through critical path and mission analyses

Provide technical and analytic support to perform assessments of mission platforms, weapons systems, mission platforms, Defense Critical Infrastructure, and the Defense Industrial Base

Provide analytic support related to the current cyber acquisition environment and capability development, to include supporting processes and initiatives; develop policy, identify/recommended policy improvements related to the cyber capability development, resiliency, and acquisition

Support enforcement and assessment of compliance with DoD guidance, mandates, and standards, technology insertion performance, scalability, risk mitigation plans, resource change proposals, and interoperability

Develop positions and courses of action impacting cyberspace operations across the Department

Establish and maintain relationships within the DoD cyber community to enhance the strategic objectives of Cyber Acquisition

Attend and support DoD governance councils, working group meetings, conferences and events, and assist DASD in representing cyber acquisition equities

Inform appropriate organizations and personnel of new and significant cyber trends

Provide status updates, reports, and or briefings related to the common framework for acquiring cyberspace operations capabilities

Formally staff policy, guidance, and other products; adjudicate comments leveraging established relationships

Attend and support DoD governance councils, working group meetings, and conferences and events

Prepare and package executive/principal level decisions

EDUCATION:

Master’s degree in related field and 7 years of related, relevant experience

SKILLS AND EXPERIENCE:

Top Secret/SCI clearance required at date of hire

Understand how to perform Conduct of Program Protection Plan Analysis

Ability to support development of Cybersecurity Handbooks /Guidance

Demonstrated ability to develop executive level briefings and deliverables

Demonstrated ability to prepare policy, point papers, technical reviews, guidance, white papers, congressional inquiries, and other documents for senior- level officials

Ability to coordinate and collaborate with stakeholders at all levels across the Department of Defense

Basic knowledge of missions, roles and responsibilities, and relationships across the Department of Defense

Basic knowledge of relationships and interdependencies between IT, cyberspace operations, and cybersecurity

Understand operational and functional requirements of Weapons Systems and Industrial Control Systems (CS) to support the Cybersecurity Risk Management Framework process

Experience with ICS standards and regulations such as IEC 62443, NIST SP 800-82, NERC-CIP, and NEI 08-09

Experience with DoD Instructions relevant to Cyber Security such as 8500, 8510, and 8530

Ability to comprehend designs, protocols, and architecture configurations of Weapon Systems and ICS and develop strategies for comprehensive countermeasures

Experience with COCOM level exercises and basic principles of wargaming

Experience with NIST Special Publication 800-171 (Rev 1): Protecting Controlled Unclassified Information in Nonfederal Systems and Organizations

Experience with DFARS : Safeguarding Covered Defense Information and Cyber Incident Reporting

Experience with DFARS : Cloud Computing Services

Experience with DFARS : Limitations on the Use or Disclosure of Third-Party Contractor Reported Cyber Incident Information

Experience working with/on OSD, Joint Staff, or Service level staff

Excellent interpersonal and communication skills

Excellent documentation skills

Fundamental analytical and conceptual thinking skills

Competency in Microsoft applications including Word, Excel, Visio, and Outlook

Excellent planning, organizational, and time management skills

A history of supporting successful projects
