SAIC is seeking a Business Development (BD) Manager supporting the Navy Business Group (NBG) with focus on Undersea Dominance, particularly with Naval Undersea Warfare Centers (NUWC), Team Submarines and PEO Unmanned and Small Combatants (USC).

NBG is a fast-growing business unit with exciting projects supporting warfighters around the world. We integrate and modernize combat, weapon, and C5I systems as well as deliver mission IT to enhance warfighting effectiveness and advance Navy and Marine Corps customer missions in direct and impactful ways every day.

This BD and Growth Professional is responsible for developing and executing a growth plan by identifying, qualifying, and assisting with captures that will support a robust pipeline that focuses on undersea combat and weapon systems to include counter unmanned, operational AI, tactical cloud migration, and mission IT. The BD Professional is responsible for managing and guiding pursuits to include the proposed solution, potential contract vehicles, and will participate in the development of:

Price to Win Strategies and Design to Price

The BD Manager will:

Communicate with Account VPs, Portfolio Directors and assigned Capture Managers regarding needed resources and leveraging assigned resources.

Coalesce with NBG team members, including operational leadership and SMEs, to build and execute call plans to position SAIC for successful pursuits.

Collaborate with internal teams (e.g., subject and technical matter experts, functional leads, and Program Managers) and with external partners to sustain operational excellence, resolve conflicts, and result in successful bids.

Execute Corporate BD CONOPS and implement SAIC growth culture.

Gather, assess, and validate customer requirements by working closely with Program Managers and identify related needs and constraints that influence a winning solution.

Assess probable competition and evaluate relative strengths and threats by conducting Black Hat reviews and competitive scenarios, etc.

Translate requirements into a robust win strategy that is carefully tested and validated, and advance strategy to management and technical design with strong value proposition and differentiated bid elements based on compelling features and benefits.

Identify gaps and develop strategies to overcome weaknesses and mitigate risks.

Conduct and participate in gate, pricing, teaming, and capture reviews, and lead and document lessons learned.

Support the development of teaming agreements and strategic alliances.

Manage assigned pipeline (portfolio of opportunities) as the opportunity owner.

Drive development and completion of critical bid artifacts required for proposal development; ensure integrity of win strategy through a supporting role in color reviews; and support the assigned Proposal Manager/Account VP by assisting with development of compliant and compelling bids.

Advance and mature opportunities toward high win probability.

Required Education

Bachelor's degree and 15+ years of related experience, with at least 3 years in industry; four (4) years of relevant experience may be accepted in lieu of degree.

Clearance

DOD Secret is required with ability to achieve Top Secret. Top Secret is a plus.

Required Skills

Strong understanding of US Navy programs, initiatives, and trends related to Undersea Warfare, to include current programs of record.

Experience with AUKUS is a plus

Active relationships with the Undersea Community

Experience leading and winning large ($50M+) bids through whole range of BD/capture/proposal processes.

Experience and understanding of the DoD Acquisition process

Ability to constructively interact at the highest levels of both the customer and corporate levels.

In-depth knowledge, experience, and success in capture for all contract types (e.g., FFP, T&M, cost plus). FFP experience is a plus.

Excellent interpersonal, problem solving, and business acumen, as well as excellent communication (oral and written) skills.

Ability to multi-task and work effectively in a fast-paced, time-sensitive environment.

Ability to travel regularly to key company and customer locations.
