Position Summary:

The Information Technology Program Manager is responsible for the management of a logical grouping of IT projects that collectively form the program to achieve a specific corporate vision. The IT Program Manager leads the development and evaluation of the program’s strategic and tactical goals and plans. The IT Program Manager ensures conformance to the program’s overall goals/objectives, directs a complement of Project Managers that serve to manage the program’s component projects while relying on extensive experience and judgment to plan and accomplish the program’s goals. In addition to managing a program, IT Program Managers are expected to manage projects as capacity and need dictates. The IT Program Manager is responsible for the timely completion and the quality of the work produced by the project teams and program they manage.

Responsibilities:

Essential Functions

• Directs and manages all aspects of assigned Information Technology programs that require cross-functional collaboration and inter-dependencies across a group of projects and/or related activities including program definition, planning, implementation and delivery.

• Manages people included on project teams as they contribute to all phases of projects and execution of project tasks.

• Identifies and works with stakeholders throughout the organization to determine and document agreed-upon program goals and objectives, metrics, scope, and requirements. Defines and oversees projects required to accomplish program’s goals and objectives.

• Develops and maintains program master plans and project plans including work breakdown structure (WBS), resource, risk, quality, cost, and scope management plans; develops communication and training plans; and develops requirements documentation.

• Manages IT projects of varying complexity as capacity and need dictates. Manages all aspects of multiple simultaneous projects of various complexity including initiating, planning, construction, implementation and closure. Oversees the most complex and significant projects within the organization.

• Directs Project Managers, technical resources and functional team members to determine best methods to achieve program objectives. Responsible for applying program and project management knowledge, skills, tools and techniques to deliverables, processes, and systems.

• Provides insight into IT governance structure to customers.

• Facilitates and/or assists with technology selection. Assists in the development of vendor Requests for Information and Requests for Proposal as required.

• Procures and manages internal and external project resources. Defines, recommends and secures contractual agreements, scope and statement of work documents, and service level agreements for technical services in conjunction with internal teams, vendor partners and global resources firms. Participates in vendor contract negotiation and development.

• Adheres to compliance required within the project methodology Phase Gates.

• Analyzes department workflows and assists with process analysis and change.

• Ensures all program and project documentation including meeting agenda/minutes resides on project SharePoint sites.

• Delivers weekly updates of program and project status, scope, schedule and cost.

• Manages program and project budgets, budget reporting, and approving project expenses.

• Manages change, risk, issues and communication within program and projects.

• Performs post-project review and formally conducts “lessons learned” sessions after project closure. Documents all related action items and follows up to drive continuous improvement.

• Provides guidance and both formal and informal training to other IS Project Managers.

• Maintains reasonably regular, punctual attendance consistent with Orlando Health policies, the ADA, FMLA and other federal, state and local standards.

• Maintains compliance with all Orlando Health policies and procedures.

• Communicates effectively at the executive level.

• Understands and assists with improving and defining business processes both within and outside of Information Services (IS).

• Exhibits an organizational perspective in decision-making.

• Works with IT management and oversight committees.

• Expedites customer issues as needed.

Qualifications:

Education/Training

Bachelor’s degree required.

Licensure/Certification

• Current Project Management Institute (PMI) Project Management Professional (PMP) certification required.

Experience

• Five (5) years of Information Technology program management experience required.

• Seven (7) years of healthcare Information Technology senior project management experience required.

• Experience project managing projects with consistent use of a formal project management methodology.

• Experience implementing software solutions to a large user base.

• Prior project management experience managing multiple complex IS projects simultaneously.

• Experience managing people to complete tasks identified in formal project plans.
