Position Summary:

The Department of Engineering Services at Jackson Health System is seeking a full-time Senior Director of Plant Operations. The Senior Director plans, organizes, and leads the day-to-day operations of physical structures, HVAC, mechanical, electrical systems, utility systems and grounds of the designated medical campus including, but not limited to, Jackson Memorial Hospital, ACC East and West, Holtz Children's Hospital, Behavioral Health, satellites clinics and other buildings as assigned, approximately 3.5MM square feet of clinical and office space, 2.5MM square feet of parking structures. This role is responsible for developing strategies for the program to provide a safe, attractive and functional environment. Ensures compliance with requirements of applicable codes and regulatory agencies such as CMS, AHCA, ADA, TJC, OSHA, NFPA. The Director may lead a team of over 120 FTEs.

Duties & Responsibilities

Being a strategic partner to the senior operations team to create and maintain a safe, functional and survivable environment to protect patients, staff and visitors.

This role is responsible to keep all physical plant assets in full compliance with all agencies having jurisdiction and to lead the efficient and effective operations of those assets.

This role must make persuasive business case for funding of repairs and restorations in competition with other operational needs.

Leads or participate on the Environment of Care Subcommittee, Patient Safety committee, Emergency Preparedness committee, the water management committee at the Jackson Health System level and participates in other committees as applicable.

Provides leadership and guidance to the plant operations team in performing building and equipment repair, preventative maintenance and short and long term capital and expense planning relative to the overall facilities management program.

Ensures preventative maintenance and repair program activities are carried out and properly documented in all areas of the hospital campus.

Responsible for the buildings and ground inspections regarding health, safety and welfare of hospital staff, patients and visitors.

Provides advice to administrators on matters affecting the safe and efficient operation of materials and equipment utilized by the institution.

Ensures all aspects of procurement and materials management for operations and projects are in accordance with county and applicable regulations.

Monitors and maintains operation and maintenance of refrigeration, water cooling, air conditioning equipment, boilers, Medical Gas, and any other mechanical and electrical equipment.

Oversees repair and preventative maintenance of HVAC, electrical, piping/plumbing, structure and other building systems.

Participates in departmental human resources matters, including competency development, interviewing, hiring, retaining, training and developing a high reliable workforce for the department. Participates in the development and application of quality standards and performance improvement initiatives in coordination with Design and Construction, infection prevention and other applicable stakeholders.

Develops fiscal budget and capital equipment plan with short and long term goals. Maintains an inventory of parts and supplies to ensure prompt and efficient service.

Supports design and construction projects as needed.

Manages the daily activities of the power plant. Manages all contracts and contract services, maintain vendor relationships, partner with Procurement management Department to ensure appropriate deliverables for human resources, equipment and building maintenance.

The leader understands and adheres to JHS compliance standards as they appear in the Code of Conduct, Compliance Policies, and all other JHS Policies and Procedures and supports the commitment of JHS in adhering to federal, state and local laws, rules and regulations governing ethical business practices for health care providers by demonstrating knowledge of procedures for protecting and maintaining security, confidentiality and integrity of employee, patient, family and organization information.

The leader further understands that JHS is committed to its role in preventing health care fraud and abuse and complying with applicable state and federal laws related to health care fraud and abuse. This commitment is supported and enabled through an anonymous hotline which serves as one of several mechanisms for reporting suspected fraud, waste and/or abuse, as well as other compliance related issues.

The leader to report through any of the reporting mechanisms (e.g., anonymous hotline, supervisor, Compliance Officer) any suspected health care fraud, waste and/or abuse as well as other compliance-related issues. Performs all other related job duties as assigned.

Required Qualifications:

Education:

Bachelor's degree in related field OR 7-10 years related experience is required. Master's degree is strongly preferred.

Experience:

Generally, requires 7 to 10 years of related experience. Leadership experience is required.

Ability to establish goals and objectives. Ability to recognize, analyze, and solve a variety of problems.

Unit Specific Competencies: Candidates must have a broad knowledge of CMS, AHCA, ADA, TJC, OSHA, NFPA and other government, state and local regulatory agencies standards. Leadership skills to lead a diverse workforce with varying abilities and skills.

Special knowledge and skills: exposure to HVAC, fluid handling and pumping, fluid filtering, mechanical systems, welding, biomedical engineering, and electrical systems engineering and operation.

License/Certification

Valid license or certification is required as needed, based on the job or specialty.

Heart Association Basic Life Support (BLS) and any additional applicable life support certification for Healthcare Providers is required upon hire with at least 6 months validity and maintenance at JHS for the duration of employment.
