Primary Objective

· Manages, provides advice on, and administers all activities concerned with contracts for works and services associated with oil and gas facilities projects carried out under various contract forms and modes of reimbursement.

· You will have an overall responsibility and oversight of the estimating process as well as oversees standardized procedures, methods, and processes for estimating deliverables packages & budget tracking.

· You will co-ordinate all estimating activities on assigned project(s) and you will exercise a strong working knowledge of home office services, field in directs, and craft labor using a background of diversified experience and familiarity with typical project controls software such as DMCS (Document and Material Control System).

· You must have a clear understanding of, and ability to work with, engineering drawings and specifications.

· You will develop estimating procedures, execute and supervise estimates. The estimates are to include all phases of execution of the work from front end engineering through to commissioning and startup. During the pre-engineering phase the estimator will compare estimates of alternative solutions and provide input to selection of the adopted option.

· You will be seen as the Subject matter specialist for the resolution of issues arising across all areas of the job and be able to clearly explain complex processes that surround the role.

· We expect you to ensure the integrity of the work scope and that all work is carried-out in accordance with applicable codes and standards.

· We expect you to mentor of less experienced members of staff including ‘hands on’ approach to the formulation and delivery of training programs for local Kuwaiti personnel.

· You will prepare material take-offs on the most complex projects, drawings, and plans. Reviews take-offs provided by the Engineering Department are to be checked for mathematical and technical accuracy.

· You will also prepare accurate pricing of estimates with the proper level of detail, including labour, material, and subcontract items.

· You will develop procedures for the preparation of estimates for modifications and additions facilities.

· You shall prepare and/or supervise the preparation of estimates in accordance with the approved procedure for all phases of the works from the agreed engineering deliverables to the appropriate level of accuracy.

· You will conduct research and review all construction and design documents while analyzing specifications to determine estimated cost(s).

· You will prepare rationale statements to support the estimate identifying areas of weakness and or areas of risk.

· You shall carry out validation and verification of the estimates using high level norms and by comparing with previous estimates, outcome costs and vendor prices.

· You will prepare and present estimates to the leadership as required.

· You shall keep updated on all market conditions and construction industry trend(s) and disseminate that information to the team.

· You shall continuously monitor the performance of the estimating process as part of the KPIs for the contract.

· You shall evaluate the KPI data to identify and make recommendations for improvement of the process.

· You shall assist in training, developing, and maintaining a staff of estimators qualified to carry out departmental and project needs.

· You shall assign estimating personnel to projects and supervises their activities, reviewing work produced for accuracy.

· You shall review contractual document(s) and modification(s) to determine scope of work and scope of changes.

· You shall assist the project management team with preparation of schedules for estimate preparation, review, and publication(s).

· You shall develop forms, formats, and procedures to improve the quality of work produced in the Department.

· Interfaces directly with client(s).

· You will lead a small estimating organization of 1 to 4 employees who are qualified to perform capital cost estimating requirements.

· You will serve as a part of the Company’s Quality Improvement Team.

· You shall accumulate, evaluate, and document all historical cost data and construction procedures and methods to maintain current estimating standards and data bases.

· You shall complete other responsibilities associated with this position as may be appropriate or delegated by the Worley Management.

· Quality Assurance – You will be responsible for working within the provisions and guidelines of the Quality Assurance system.

· Safety – You will be responsible for personal safety safe working practices. Understand and follow OH&S procedures.

Preferred Qualification(s) and/or Experience:

1. You will possess either an engineering degree and/or an equivalent diploma from an accredited college or university. This is an essential contractual requirement.

2. You must have work experience working within PMC projects in the above-mentioned industries.

3. You will have experience working with advanced engineering tools, data systems & other general office / engineering software will be given first preference.

4. You will have the ability to interact effectively with people of all nationalities & cultures while using clear, fluent, and expressive verbal and written language to convey information and ideas. An individual with excellent communication and people skills, a consummate developer of relationship(s) on a sustainable and long-term basis.

5. You will have broad based knowledge of the requirements for process engineering through all phases of project life cycle, from FEED through to Commissioning, within Oil & Gas or related industries.

6. You will demonstrate an ability to lead/coach/mentor colleagues and/or staff.

7. You will have the ability to work under tight time constraints with excellent time management and planning skills as well as manage multiple priorities.

8. You will be willing to engage and manage clients as required by the needs of the business and if deemed necessary by the Worley management.
