GENERAL JOB DESCRIPTION: As Maritime Compliance Manager, you will be responsible for reviewing, assessing and evaluating vessel safety processes, controls and practices in accordance with federal regulations governing inland towing vessels, liquid cargo barge transportation and the schedule of auditing plans and standards established in the Parker Towing Company approved Towing Safety Management System (TSMS). The purpose of these audits and assessments will be to provide the company management with a clear understanding of the status and effectiveness of safety management program as well as providing potential justification for corrective actions or process improvements.

The Maritime Compliance Manager will also be required to perform safety and compliance training briefs, conduct incident and marine casualty investigations and/or respond to other technical inquiries as directed.

JOB RESPONSIBILITIES AND DUTIES: The job responsibilities include, but are not limited to the following:

Performing inspections, internal audits and investigations of any Parker Towing vessels as directed by the Administrative Services Department.

Maintain vessel compliance with all relevant federal regulations governing inland towing vessels and liquid cargo barges.

Perform incident and marine casualty investigations and provide summary reports.

Be able to work closely with management, boat crew and dock workers to ensure a safe, efficient, and reliable maritime transportation services.

Perform training and compliance briefs to Parker Towing Company employees.

Participate in the development of new programs, policies, and procedures to enhance the quality of the internal audit and investigation process.

Work with USCG, third party auditors and other regulatory agencies regarding certifications training and compliance issues.

Other duties as assigned by Parker Towing Company management group.

WORK EXPERIENCE, SKILLS AND ABILITIES:

Must possess strong verbal and written English communications skills.

Must have an understanding of 46 CFR Subchapter M / Towing Vessels and liquid cargo barge transportation regulations under 46 CFR Subchapters D & O.

Must possess a valid driver’s license.

Must be able to work on Parker Towing Company vessels as required.

Must be able to obtain a Transportation Workers Identification Card (TWIC)

Must have strong computer skills and understanding of Microsoft Word /Excel and other potential software programs related to the towing and barge industry.

Ability to travel and participate in industry conferences, training and certification courses as required.

U.S. Coast Guard experience a plus.
