Position Overview

The Contracts Manager – Business Operations will be accountable for the preparation, negotiation, and management of complex proposals and/or contract activities in accordance with company policies, legal and customer requirements with limited guidance or supervision from the Business Operations Director. The Contracts Manager will need to interpret and communicate business commitments and alternatives to program teams and management while proactively managing contractual scope, customer communication and expectations.

Essential Duties and Responsibilities:

Contracting actions related to all HDUSA Contracts with the U.S. Government and its contractors including but not limited to:

Proposal drafting, internal reviews and approvals, submission and negotiation.

Contract management activities tied to contract award and management, clarification of terms and conditions, customer correspondence, change orders, audit support, funding and invoicing management, etc.

Draft, submit and negotiate contractual documents such as Non-Disclosure Agreements, Teaming Agreements, Service Agreements, Cooperative Agreements and miscellaneous letters and correspondence in support of the business.

Support subcontracting activities associated with HDUSA.

Direct, identify, develop and implement highest-level contract policies and processes in accordance with customer expectations and organizational objectives.

Provide contractual expertise, guidance, training and leadership to cross-functional business team leaders and their staffs.

Support organization’s exporting activities.

Undertake special assignments as required and performed other duties as assigned.

Qualifications

Proven business negotiator with sound business judgement

Critical thinker and communicator with the ability to influence and shape favorable business outcomes

Excellent communication, presentation, team-building and leadership skills, with the ability to perform in a cross functional business environment.

Expert knowledge of FAR/DFARS Regulations

Experience with complex contracts and proposal preparation and execution

Ability to interact professionally and effectively at all levels of the organization

Strong business acumen and experience in risk management

Excellent organizational skills and attention to detail

Excellent time management skills with a proven ability to meet deadlines

Proficient with Microsoft Office Suite.

Education/Experience

Bacehlor’s Degree or equivalent required; Master’s Degree preferred. 7 or more years of contract management experience. Experience in defense vehicle management a plus

Special Knowledge / Skills:

Knowledge and experience with cradle to grave government contracting.

Experience with multiple types of government contracts, including but not limited to fixed price, cost type, DCS and FMS and FAR based.

Excellent written and verbal communication and presentation skills, with ability to independently use Microsoft Office Programs, including but not limited to Outlook, Word, Excel, and PowerPoint.

Ability to work harmoniously in a multi-cultural team environment.

Physical Demands / Work Environment:

Normal amount of sitting or standing, average mobility to move around an office environment, able to conduct normal amount of work at a computer. Must be able to lift 20 pounds. Vision abilities required by this job include close vision and ability to adjust focus.
