Overview:

Independently performs confidential administrative duties and provides full-service support for the Human Resources Director in areas including recruitment, training, benefits, worker’s compensation and employee relations. Answers incoming telephone calls and greets customers as appropriate in the Administrative Area.

Responsibilities:

1. Assists the Human Resources Department in carrying out various human resource programs and procedures.

2. Maintains all personnel files and corresponding records. Composes and types correspondence. Maintains the confidentiality of all files and records.

3. Assists Human Resources staff with personnel projects, training and benefit administration.

4. Supports recruitment activities and participates in job fairs. Prepares interview packets, schedules interviews and conducts follow up communication as necessary. Maintains all records associated with the Civil Service process.

5. Assists in processing all property, liability, and worker’s compensation claims. Maintains related files and records.

6. Explains the individual benefit program to new and existing employees. Answers employee benefit related questions.

7. Conducts orientations and on boarding for new hires.

8. Assists in completing informational and salary surveys requested by outside agencies. Prepares regulatory documents as requested.

9. Schedules appointments and makes meeting arrangements.

10. Participates in the Safety Committee and the Wellness Committee. Takes minutes at meetings and submits report to committee.

11. Answers incoming telephone calls and greets customers and employees as appropriate.

12. Performs other duties as assigned.

Qualifications:

Education: Requires a level of knowledge normally acquired through a successful completion of an Associate’s Degree in Business related field. An equivalent combination of experience and schooling/training which provides the required knowledge, skills and abilities necessary to perform the work will also be considered.

Experience: Requires a minimum of two years of professional work related administrative experience. Progressive Human Resources experience preferred.

Must be proficient in Microsoft Office products and Adobe Acrobat. Thorough knowledge of modern office practices and procedures including the utilization of automated technology to enhance office efficiency and effectiveness. Knowledge in business English, spelling, and business correspondent formats.

Ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology; ability to communicate effectively, both orally and in writing; ability to serve in a confidential work relationship. Ability to present a positive teamwork attitude, deal courteously with customers and coworkers, and to maintain effective relationships. Ability to type a minimum of 60 net words per minute.

Interpersonal Skills: Requires a level of interpersonal and customer service skills necessary to effectively communicate with employees, elected officials, and residents. Must be able to communicate effectively in writing.

Analytical Abilities: Must have general knowledge of office administration and be able to operate associated office equipment. Must be able to identify and analyze problems, and be able to adjust priorities when interruptions occur.

Equipment: Must be able to utilize computer hardware including keyboard, monitor, mouse and printer; a wide variety of word processing, spreadsheet, database, presentation and specialized software. Must be able to effectively use general office equipment such as writing utensils, copier, paper fasteners, paper cutter, files and file cabinets, copy machine, calculator and scanner; communications equipment such as telephone, fax machine and email.

Working Conditions: Performs work in a normal office environment.
