MAIN PURPOSE OF JOB:

The RSO is a management role that oversees the security and risk management of a region in Afghanistan.

Information & Analysis:

The RSO will be the security risk management expert for his region and will be responsible in informing our staff of security related information and providing a duty of care. The RSO will be responsible for the following:

Understanding the security threats and risks in the provinces under his remit.

Actively maintains and develops an information platform to include INSO, local contacts, SFPs, and media (TOLO, social media etc) to help understand the operating environment within the provinces.

Develop key leader engagement with the IEA entities including the Police, GDI, Department of PVPV, and others to ensure access to health facilities and clinics and transporting of medical related equipment.

Physical Security of Offices:

Managing the guard force in place at the office via the Guard Supervisor

Ensuring access control is conducted by the guard force in line with AFIAT procedures

Monitoring and auditing any security related systems: (CCTV, radios, first aid kit, alarms etc) via the Guard Supervisor

Responsible for recommendations and maintenance of physical security upgrades in line with AFIAT policies

Reporting any concerns to the SOM

Travel Responsibilities:

Travels to provinces to conduct assessments, start-ups, training, management or specific tasks.

Ensuring that all movements of provincial staff from departure to arrival is tracked (via Guard Supervisor).

Tracking of inter-provincial travel of AFIAT staff.

Briefing & Training:

Provides security briefings and orientation to guard supervisors, and provincial staff.

Briefs the guard supervisors on their duties including access control in compliance with AFIAT protocols

Provides monthly training on the ‘actions on’ scenarios including fire, earthquake, explosion, gunfire etc

Provides relevant training on the use of radios, communication procedures (WhatsApp), codes, accessories etc., for all staff (if relevant)

Administrative:

Monitors and updates the Warden System for the provinces via the Senior Provinical Manager.

Producing weekly security reports in English on the region

Providing security incident reports (SIRs) when required to the security department.

Approves guard duty rosters, performance planning and review (if relevant).

Other Duties:

As assigned by RRA or SOM.

QUALIFICATIONS

REQUIRED MINIMUM EDUCATION:

Bachelor’s Degree as a minimum in related field.

REQUIRED MINIMUM EXPERIENCE:

Minimum of 6 years’ progressive experience in a security risk management in Afghanistan

Experience in working with an INGO / international company

KNOWLEDGE AND SKILLS:

Knowledge on workplace violence awareness and prevention programs.

Knowledge on computer literacy skills including the use of Microsoft suite, word, excel and power point.

Fluent English speaking and writing abilities

COMPETENCIES:

Eligible candidates must have excellent ethical conduct, honesty and no criminal record. Be medically fit, and have good inter-personal communication skills. They must be well organized and detail-orientated.
