This position demands a professional adept in a broad spectrum of HR functions, including recruitment, promotional testing, civil service matters, benefits, and leave management. A comprehensive understanding of government HR policies and procedures is vital, as is experience navigating the intricacies of public sector employment and working with local unions. Qualified candidates will also demonstrate proficiency in HR-related technology platforms and possess the ability to adapt quickly to those used by Renton RFA to maximize the use of our existing resources. The ideal candidate will bring a proactive approach to these duties, demonstrating the ability to manage and execute tasks efficiently to support our people-focused operations.

This position may be filled at the HR Generalist or Senior HR Generalist classification depending on the experience and qualifications of the candidate. The salary range for the HR Generalist is $79,340 to $92,850. The salary range for the Senior HR Generalist is $95,691 to $116,562.

Job Summary For the HR Generalist:

The Human Resource Generalist assists with a variety of HR functions including recruitment, selection, promotion testing, civil service matters, benefits, and managing workers' compensation and leave policies. This role supports HR projects and ensures the execution of tasks in line with established policies, procedures, and timelines. The position is ideal for an organized individual who can effectively execute tasks with some oversight. The professional in this role will contribute to daily employee support activities, helping to maintain consistency with organizational objectives and compliance with all relevant legislation and policy requirements. This role serves as a foundational support in the HR team, helping to facilitate smooth operations and adherence to best practices in human resource management.

Job Summary For the Senior HR Generalist:

The Senior Human Resource Generalist performs professional duties in most HR functional areas including but not limited to, recruitment, selection, promotion testing, civil service, benefits, workers compensation management, leave management, and compliance with all policy and regulatory requirements. This position coordinates HR projects completing tasks according to established policies, procedures, and service level agreement timelines. The Senior Human Resources Generalist position is designed for a highly organized, critical thinker who can work independently with limited supervision. This experienced professional is responsible for providing a proactive, hands-on approach to addressing day-to-day employee support, ensuring alignment with organizational goals and policies, and all federal, state, and local laws.

Job Duties/Responsibilities For Both the HR Generalist and Senior HR Generalist:

Essential Functions

• Recruitment and Selection: Assist hiring managers with all aspects of the recruitment and selection process. Screen applications, prepare written tests, practical examinations, and interview questions, participate on interview panels when requested, perform reference and background checks on final candidates, write offer letters, and ensure recruitment files are complete and adequately archived.

• Classification: Review and update job descriptions annually or as requested soliciting feedback from Executive Team leaders and internal staff as necessary. Conduct job analysis and classification studies as requested. Conduct internal salary studies as assigned and respond to external salary surveys and other data requests.

• Benefits: Conduct benefit orientations, new hire enrollments, annual open enrollments, and COBRA notifications at separation. Assist members with benefit-related questions.

• Workers Compensation: Respond to all reports of injury and assist members with navigating the L&I claims process. Manage light-duty placements, maximizing the use of the Stay at Work program. Ensure all aspects of L&I claims are documented clearly and that management is timely informed of any issues.

• Leaves: Manage all work and non-work-related leaves of absence including FMLA, PFML, and Military leaves ensuring that all federal and state laws, CBAs, and internal policies are strictly followed.

• ADA: Act as ADA Coordinator for internal ADA requests ensuring timely engagement with members who may need or request accommodation.

• Training: Prepare for and assist in conducting internal training on HR-related topics, including retirement preparation, PFML and FMLA use, performance management, policy compliance, etc. Assist with external training as necessary.

• Information Systems: Develop proficiency in maximizing the HR-related aspects of the existing ERP system and related technology including Tyler ERP Pro 10, SharePoint, Office 365, etc., to maximize the efficiency of HR-related processes.

• Policies and Procedures: Assist with the development, review, and revision of various policies and procedures related to HR. Assist members with policy-related questions.

• Civil Service: Serve as Secretary and Chief Examiner to the Civil Service Commission. Ensure compliance with Civil Service rules and regulations when handling HR actions, especially recruitment and selection. Recommend changes to Civil Service policies and procedures, and ensure approved changes are implemented and followed.

• Ensure actions and recommendations comply with HR policies and procedures, and federal, state, and local laws.

• Remain current with relevant technological advancements as they relate to the field.

• Labor Relations: Participate in the labor negotiations as requested.

Knowledge, Skills, and Abilities Requirements For Both the HR Generalist and Senior HR Generalist:

• Federal, state, and local employment laws.

• Microsoft Word, Excel, SharePoint, and Outlook at an advanced level.

• Excellent oral and written communication as well as presentation skills.

• Interpersonal skills using tact, patience, and courtesy.

• Effective, professional, and positive interactions with difficult individuals.

Education, Experience, and License Requirements For the HR Generalist:

• Associate’s degree in a related field.

• At least two years of hands-on experience in human resource management, demonstrating a practical and operational approach to human resource functions and responsibilities.

• Civil Service experience preferred.

• Public sector experience preferred. CLRP certification preferred.

• Fire service human resource experience is strongly preferred.

• PHR/SHRM-CP certification preferred.

Education, Experience, and License Requirements For the Senior HR Generalist:

• Bachelor’s degree in human resources, public administration, business, or a related field.

• At least four years of hands-on experience in human resource management, demonstrating a practical and operational approach to human resource functions and responsibilities.

• Civil Service experience preferred.

• Public sector experience preferred. CLRP certification preferred.

• Fire service human resource experience is strongly preferred.

• SPHR/SHRM-SCP certification preferred.

Work Environment/Physical Demands For Both the HR Generalist and the Senior HR Generalist:

The following represent the physical demands that must be met to successfully perform the essential functions of this job:

• 100% of work is performed in a typical office environment. We are an in-person office and do not work remotely.

• Constantly operate a computer and other office equipment.

• Constantly communicate with internal and external customers and vendors.

• Lift or move items weighing up to 20 pounds on occasion.

• The noise level in the office is moderately quiet.
