Job Description

The Regional Breastfeeding Liaison (RBL) is a member of the WIC breastfeeding department and is responsible for the promotion of WIC and breastfeeding promotion outreach. This position will serve as a subject matter expert and WIC liaison to promote WIC Program services and resources within the NEVHC service area by establishing relationships with community stakeholders who reach WIC-eligible participants and enhance continuity of care. The RBL will work with health care providers to improve their understanding of WIC’s role as a breastfeeding resource and to increase referrals. This position is 50% Fieldwork, 40% WIC Administration, and 10% direct WIC Client Services.

Reports to: Director of Breastfeeding Promotion and Support

Qualifications:

1. At a minimum, Bachelor’s degree in Public Health, Health Education, Nutrition, Public Relations, Communications, or similar discipline. Master’s degree preferred. Registered Dietitian preferred.

2. Must be a Certified Lactation Educator (CLE). IBCLC preferred (International Board-Certified Lactation Consultant).

3. Previous teaching experience or course work in education, and health education teaching preferred.

4. Must have a working knowledge of lactation, including knowledge of lactation amongst various cultures with an emphasis on Hispanic culture preferred.

5. A working knowledge of the policies and procedures (State and Local) for the Women, Infants and Children (WIC) Program.

6. Thorough working knowledge of business English, spelling, punctuation, and contemporary general office practices and procedures.

7. Math skills sufficient to prepare routine spreadsheets, calculate/balance invoices/expense reports, and similar.

8. Basic leadership skills.

9. Public speaking ability.

10. Computer skills in Microsoft Office programs (Word, Excel, etc.), and database systems.

11. Effective verbal and written communication skills to communicate clearly and effectively with participants and others.

12. Very effective oral and written communications skills including public speaking experience.

13. Effective work organization skills.

14. Ability to work effectively as a team player.

15. Ability to be flexible and work in a changing environment.

16. Sensitivity to the different cultures represented among members and staff.

17. Demonstrated ability to listen and communicate with others in a professional and caring manner including sensitivity with individuals from diverse cultures and lifestyles.

18. Demonstrated ability to set priorities for tasks to work effectively in spite of interruptions and under minimal supervision. Self-starter, reliable and dependable.

19. Demonstrated proficiency with the WIC MIS database within three months of attending training session(s).

20. Fluency in English (speak, read and write).

21. Other language preferred in Spanish, but not required.

22. Ability to solve problems and make routine recommendations.

23. Ability to maintain absolute confidentiality about health care and another patient/client information.

24. Current California driver’s license, appropriate insurance coverage and a driving record acceptable to the NEVHC’s insurance carrier (if required to drive on the job).
