The Senior Developer designs and develops solutions that interface with databases from our core systems, and multiple healthcare Electronic Data Interchange (EDI) file formats. This includes: QNXT™ (health claims processing product); Encounter Operations, (encounter data, encounters submissions, void/reject remediation).

The Senior Developer designs and develops components of HSCSN's Business Intelligence solutions for reports, extracts, data integration into the Data Warehouse and all other data management activities. Data includes claims management, care management, clinical data, pharmacy, immunizations, transportation, encounters, financials, providers, and quality management.

The Senior Developer develops logical data structure and workflows, orchestrating and managing processes that deliver data across multiple technology platforms in the HSC Health Care System, to improve health care quality, assist in the prevention of hospital readmissions, as well as improve member safety, promote or increase wellness, and other health-related activities. They will utilize a comprehensive suite of AWS services including Amazon Redshift, Amazon Athena, Amazon S3, AWS Glue, AWS Lambda, and AWS Step Functions to architect, implement, and optimize the cloud data warehouse infrastructure for efficient data storage, processing, transformation, and retrieval.

The Senior developer educates and provides technical leadership and support as needed or requested within the scope of specific assigned responsibilities. This role supports senior management in all these endeavors.

Minimum Education

Bachelor's Degree (Preferred)

Minimum Work Experience

8 years SQL Developer experience, with Microsoft SQL Server (SSMS, SSIS and SSRS). Includes some experience in supervisory roles.

Experience with QNXT™: Cognizant TriZetto’s health claims processing product.

Experience with executing, monitoring and correcting encounters-related EDI transactions and file formats (ie: 834, 835, 837, etc). Includes SFTP protocols.

Background in health plan operations and Medicaid (Medicare) administration, including insights and knowledge related to end-to-end healthcare Payer data operations.

Understanding of American Medical Association (AMA) code sets, such as: ICD-10, CPT, HCPCS, ADA, DRG, etc.

Experience with development environments, such as HP ALM/QC, GitHub, JIRA Software or near-equivalent.

Ability to perform complex business and product requirement analysis.

Self-starter, with ability to work independently and complete work and projects.

Excellent interpersonal skills, including strong relationship-building skills across all levels within the organization.

Some proficiency using a modern programming language, such as C#, Javascript, Python or even R.

Proficiency with Microsoft Office 365.

3 Years required experience with AWS storage solutions (S3, Redshift, PostgreSQL).

3 Years required experience with AWS technologies (AWS CLI, Lambda, Glue, STEP).

Certifications

AWS Certified Cloud Practitioner.

Job Functions

Designs and develops accurate, complete and time-sensitive encounter data solutions that meet-or-exceed local and/or federal requirements.

Designs and develops other solutions that interface with databases from our core systems, which includes QNXT™. Examples of solutions developed through code include these: applications, new databases, EDI (Electronic Data Interchange), ETL processes, automation, interim solutions via queries, reports, research, analytics, defect fixes, etc.

Develops Microsoft Power BI dashboards, and manages the development cycle of Power BI reporting solutions.

Partners with internal customers and the data management team, and documents, maintains business requirements driving our BI needs.

Maintains in-depth knowledge and understanding of HSCSN’s core systems (focus: QNXT™ data model and architecture) and related subsystems, applications, modules, etc.

Delivers enhancements that may include new regulatory requirements, provider on-boarding, internally-driven needs, etc.

Designs, codes, and tests queries using Microsoft SQL Server (SSMS, SSIS and SSRS).

Participates in review, impact assessment, testing and modifications for application updates, upgrades, and installations.

Collaborates with internal customers - and vendors - to prioritize incoming requirements, problems, defects, research, etc.

Reviews released engineering change data and changes documenting activities to ensure adherence to configuration management procedures and policies.

Supports Data Warehouse and data infrastructure, captures, organizes and prepares the data to be in a clean and ready state. Analysts use this clean and ready data provided by the Sr. Developer to produce downstream reports on clinical effectiveness, including reports on costs related to maintaining organization certification (e.g., NCQA), or reporting on costs associated with improving member’s health (e.g., lag report, behavior health reports, and inpatient utilization reports).

Utilizes a comprehensive suite of AWS services including Amazon Redshift, Amazon Athena, Amazon S3, AWS Glue, AWS Lambda, and AWS Step Functions to architect, implement, and optimize the cloud data warehouse infrastructure for efficient data storage, processing, transformation, and retrieval.

The Sr. Developer provides the technical expertise towards data-oriented infrastructure work supporting: interoperability; improvements in patient safety; increases in wellness and quality of care received by HSCSN members.

Provide technical support and leadership as assigned related to assigned area of responsibility.
