QRSE is currently searching for Construction Inspector levels I, II, & III on Kauai for CM civil/transportation projects. As a successful Inspector, you will be responsible for performing inspections, checks, and tests during construction on materials, equipment, and quantities at different stages of construction. Inspectors will ascertain whether construction methods, practices and materials are in accordance with plans and specifications, contractor agreements, and standard methods of work. You will record observations and may make recommendations for improving processes. You must be able to work independently and within a collaborative team environment. It is essential that you strive for a standard of Quality, timeliness, effective communication, and maintain the professional standards of QRSE, LLC. Applicants must possess a valid driver’s license. The Inspector I is responsible for performing inspection and testing primarily during the construction phase on construction projects. This individual will certify that materials installed are per plan and specification and will be responsible for documenting all work completed. The Inspector I will ascertain whether construction methods, practices and materials used are completed in accordance with plans, specification, and project requirements. This position requires a good working knowledge of construction activities and contracts. This position is a developmental role, and upward mobility largely hinges on overall ability to grasp and master all aspects of the job. Performs additional tasks and responsibilities as assigned.

The Inspector II is an experienced inspector, responsible for independently performing inspection and testing primarily during the construction phase on construction projects. This individual will certify that materials installed are per plan and specification and will be responsible for documenting all work completed. The Inspector II will ascertain whether construction methods, practices and materials used are completed in accordance with plans, specification, and project requirements. This position requires a deep working knowledge of construction activities and contracts.

The Inspector III is a seasoned professional tasked with supervising lower-level inspectors and conducting inspections and testing, during the construction phase on construction projects. This position highlights the capacity to independently plan, and execute material testing and inspection requirements, making informed decisions drawing from past experience. The individual will certify that materials installed are per plan and specification and will be responsible for documenting all work completed. Inspector III will ascertain whether construction methods, practices and materials used are completed in accordance with plans, specification, and project requirements. With a comprehensive understanding of construction activities and contracts, this position assumes a supervisory role over lower-level inspectors, reviews their work product, and actively contributes to their development.

Required Education and Experience: High school diploma or equivalent; construction inspection experience; Note: Inspection certifications required within one (1) year (i.e., HDOT MTRB, ACI, etc.)

Breakdown of Inspector position levels based on years of experience in construction inspection or related experience:

Inspector I, 0 5 years

Inspector II, 5 15 years

Inspector III, 15+ years

Preferred Education and Experience: Bachelor’s degree (engineering highly preferred); Inspection certifications (i.e., HDOT MTRB, ACI, etc.)

Supervisory Responsibilities: The Inspector I & II does not have any direct reports but may be responsible for mentoring and providing guidance to junior inspectors. The Inspector III is responsible for mentoring and providing guidance to lower-level inspectors.

Work Environment: This position will primarily work outside in environmental, atmospheric, and sometimes hazardous conditions with appropriate personal protective equipment. The noise level on the job site can be loud, and the individual will be exposed to all weather conditions.

Physical Demands: The physical demands of this job include the ability to stand, walk, sit, climb, balance, stoop, kneel, crouch, crawl, reach, and lift up to 50 pounds.

Position Type and Expected Hours of Work: This is a full-time position with varied typical work hours between 7:00 a.m. to 5:00 p.m. Monday through Friday. Overtime and weekend work may be required depending on project deadlines.

Travel: Travel may be required for this position to various job sites within a designated region including overnight travel to neighboring islands.

Knowledge, Skills, and Abilities - Inspector I :

Construction Knowledge: Demonstrates knowledge of construction processes and practices, including the ability to read and interpret engineering drawings, specifications, and inspection instructions. This competency involves a good working knowledge of construction activities and contracts.

Safety Knowledge: This competency involves a good working knowledge of safety standards. Stop work when a major safety violation occurs, or when a major construction issue will affect contractual requirements. Discuss proper steps with the Contractor and elevate to the supervisor immediately.

Attention to Detail: Pays close attention to detail and demonstrates a high level of accuracy in documenting all work completed. Daily inspection reports shall include labor force, equipment used, weather conditions, traffic control set up/break down (and time documented), activities completed categorized by bid item numbers, any non-conformances, photos, project safety, contractor quality control, any in field testing or special inspection completed, any in field disputes (with recommended solutions), and force account information if applicable.

Technical Competence: Possesses active certifications and relevant training for job assignment(s). This includes the ability to make and document field measurements, complete quantity take-offs, and use other software as necessary. Coordinate and complete or manage all material testing that occurs on site and ensure testing is completed in accordance with the specifications and contract (Both QC and QA).

Engineering Support: Provides field support services for submittals, RFIs, and contract change orders as needed or requested. Work with contractor(s) to compile final as-built drawings.
