Emergency Management Planner

Global Consulting International (GCI) is a Utah-based minority-owned, Government contracting business. We are seeking qualified applicants that are motivated by a passion for emergency management and a commitment to our values to join our team.

Emergency Management Planners support a variety of deliberate and crisis action planning initiatives. These include national- and regional-level planning efforts in support of the Federal Emergency Management Agency (FEMA), and FEMA’s federal, state, local, tribal, territorial, and business partners.

Locations

These are hybrid positions meaning that work is conducted remotely with on-site requirements of 1-2 days per week in a government office environment. As such, all Planners must reside within 50 miles of the national or regional office assigned: Washington, DC

Up to 25% travel within the region may be required.

Relocation expenses are not authorized.

Responsibilities

Emergency Management Planners will be responsible for providing planning support, operational research, project management, planning and facilitating meetings and correspondence, coordinating planning efforts, and developing and writing plans using the FEMA Six-Step Planning Process.

Minimum Qualifications

Staff with emergency management experience are valued for their ability to provide insights and skills from all aspects of emergency management to design, develop, conduct, and evaluate FEMA plans and exercises.

All Planners must have at a minimum:

· Emergency management experience, to include knowledge of the Incident Command System (ICS) and National Incident Management System (NIMS)

· Recognized training, experience and/or education in business, civilian government or military emergency management operations or planning.

· Experience and applied knowledge working within the relevant region (if applicable).

· Experience and expertise with a formal planning process (i.e., Federal Plan Development Process (DHS National Planning training), the FEMA Operational Planning Manual (FOPM) and the Six-Step Planning Process, the Military Decision-Making Process (MDMP), and/or DOD’s Joint Planning and Execution System (JOPES)).

· Ability to receive a favorably adjudicated public trust suitability prior to entry on duty (EOD).

In addition to the above, the following qualifications are required:

Senior Planner level

· Ten (10) years of emergency management experience and five (5) years of supervisory experience.

· A documented work history demonstrating success at increasing levels of responsibility; project complexity in the areas of disaster response and recovery planning, including supervisory and team leadership positions as well as knowledge of team member roles.

· Familiarity with the management of government contracts.

· A demonstrated ability to effectively coordinate and collaborate with planning partners or other multi-disciplinary teams.

Mid-level Planner

· Four (4) years of emergency management experience.

· A demonstrated ability to effectively coordinate and collaborate with planning partners or other multi-disciplinary teams.

Planning Analyst

· Five (5) years’ experience working on planning-related projects.

· A sound understanding of emergency management response programs and FEMA’s role in coordinating the federal response to support state and local partners.

· A demonstrated ability to effectively coordinate and collaborate with planning partners or other multi-disciplinary teams.

Preference will be given to applicants holding a current FEMA public trust suitability, and applicants with experience supporting FEMA’s emergency management planning efforts.
