Job Duties
Assists the Credentialing Program Manager (PM) on business and technical activities, including, but not limited to:
Providing technical expertise on Identity, Credentialing, and Access Management (ICAM) portfolio modernization activities (emphasis on identity and credentialing) to transition to as-a-Service models for Identity, Biometrics, and Credentialing
Supporting Federal Information Processing (FIPS) 201-3 lifecycle activities
Establishing new biometrics capabilities to support authentication and access decisions across the DoD ICAM Enterprise
Developing Business Case Analyses (BCA) for next generation capabilities
Leading and engaging in strategy working groups across the Department of Defense (DoD) and federal sectors to collaborate on ICAM support and federation efforts
Supporting ICAM integrations, reporting, and identity data analysis
Understanding DoD Architecture Framework (DoDAF) to support the existing ICAM services and to define the future state
Understanding and designing of credential authentication and authorization principles
Planning, researching, and evaluating ICAM service offerings
Creating technical specifications and white papers as needed for potential future state capabilities
Having experience implementing Identity Assurance Levels (IAL) and Federation Assurance Levels (FAL) per the National Institute of Standards and Technology (NIST) Special Publication (SP) 800-63-3, Digital Identity Guidelines is a plus
Supporting Zero Trust and Continuous Authentication are a plus
Identifying and documenting requirements (Agile methodologies) for ICAM solutions
Supporting Business Capability Acquisition Cycle (BCAC) governance processes, including developing and presenting solutions
Assisting with memo, budgeting, and formal agreements development
Aligning ICAM systems to support mission and strategy goals
Possessing strong task management and multitasking stills to support inflight tasks
Communicating regularly with government leads regarding projects activities and statuses
Building relationships across internal and external stakeholders
Provide program management support, planning and artifacts needed to maintain DoD Self-Service Logon (DSL) and establish next-generation capabilities. Familiarity with Identity as a Solution (IDaaS) is a plus
