Summary:

Advanced Technology Systems Company (ATSC) is expanding its footprint in the areas of acquisition Integrated Logistic Support (ILS), and Command, Control, Communications, Computers, Cybersecurity and Intelligence, Surveillance and Reconnaissance (C5ISR). The C5I business areas are in FMS air and land systems. The C5I product line aims at both military and commercial customers, domestic and global.

ATSC is seeking a Manager of Contracts to support the Contracts Director in the management of contract responsibilities related to the increasing number of contracts the company is pursuing and being awarded. This includes interaction with government and prime contractor personnel, support of proposal activity including submission, review and interpretation of contract awards, and assistance in the resolution of contractual issues that arise with the various PCOs. The person filling this position will provide FAR/DFARS insight and expert advice and assist with contract administration from award to closeout.

Essential Functions:

Assist the Contracts Director in the review, monitoring and general administration of all contracts and subcontracts.

Involvement in or oversight of Issuance of the company’s standard Nondisclosure, Teaming, Consulting and Subcontracts Agreements.

Assure 100% data accuracy in the contract management system.

Assist/oversee projects in deadline-driven, high-intensity environment.

Respond effectively to changing workloads and priorities.

Subcontract administration.

Ensure compliance with government regulations, corporate policies, and best practices.

Analyze RFP's, solicitations, and contracts terms and conditions as required.

Qualifications/Requirements:

Minimum 3+ years of experience as a government Contracts Manager

Proven ability to manage multiple projects simultaneously.

Proven work experience as a Senior Contracts Administrator

Possess strong negotiation skills.

Detailed Knowledge of the FAR and DFARS

Familiarity with accounting processes as they pertain to the Contracts function.

Excellent writing and oral communication skills

Proficiency with MS Office 365 (Word, Outlook, PowerPoint, and Excel)

Experience managing GSA Schedules, GWACs, and MACs

Experience with Former Military Sales are a plus.

Minimum of four (4) years Government Contracting, specifically with knowledge of FAR/DFARS

High proficiency in MS Office365 (Word, Outlook, PowerPoint, and especially Excel)

Comprehensive knowledge GSA Schedules, GWACs, and MACs

Must have strong negotiation skills.

Physical Demands & Work Environment

Work is typically performed in an office setting.

While performing the duties of this job, the employee is regularly required to stand, sit, bend, demonstrate manual dexterity, climb stairs, talk, hear and see.

Must have the ability to lift 15-25 pounds.

Must be able to read, write and speak English.
