Application Deadline: April 26, 2024Selection Interviews: The week of May 6, 2024 THE IDEAL CANDIDATE The Public Works Department is seeking a seasoned leader to enhance their management team, focusing on individuals with significant supervisory background in industrial or government maintenance environments. The ideal candidate should possess expertise in electronic, mechanic, pneumatic, and hydraulic maintenance, with a strong emphasis on leading large teams effectively. Candidate should also be familiar with the budgeting and purchasing process. Candidates with certifications from the California Water Environment Association (CWEA) are preferred, showcasing a commitment to excellence in the field. DEFINITION Under direction, organizes and provides direction and oversight for the mechanical, electrical, and instrumentation repair and maintenance of the water treatment plant, wastewater treatment plant, sanitary sewer collection stations, drinking water wells, potable water booster stations, storm drain pump stations, and other remote facilities related to Utilities Water and Wastewater ensures that Utilities maintenance functions meet applicable laws, regulations, and City policies; and performs related duties, as assigned. SUPERVISION RECEIVED AND EXERCISED Receives direction from assigned supervisory or management staff. Exercises direct and general supervision over assigned staff. CLASS CHARACTERISTICS This is the full supervisory-level classification within Utilities maintenance. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the day-to-day work of the utility maintenance function. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines. The incumbent is accountable for accomplishing section operational goals and objectives. Plans, organizes, assigns, supervises, and reviews the work of staff assigned to Utility maintenance; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.

Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures.

Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes with management staff; and implements improvements.

Coordinates assigned services and operations with those of other service areas and outside agencies.

Participates in annual budget preparation; identifies and recommends future resource needs; prepares detailed cost estimates with appropriate justifications; monitors expenditures.

Inspects and evaluates repair and preventative maintenance for electrical and mechanical equipment projects; estimates time and material requirements; provides technical assistance and training to maintenance staff; reviews and monitors completed work to ensure quality control standards are met. Inspects the work area for safety violations; ensures that safety procedures are followed, and the safety equipment is used.

Oversees preventative maintenance of electrical and mechanical equipment for the City's water treatment plant, wastewater treatment plant, sanitary sewer collection stations, drinking water wells, potable water booster stations, storm drain pump stations, and other remote facilities related to water and wastewater.

Supervises the use and operation of tools, equipment, and vehicles; implements procedures and standards; Ensures that tools, equipment, and vehicles are safely operated, maintained, and secured when not in use; schedules service, repair, and replacement of tools, equipment, and vehicles.

Inspects work in progress and completed work of assigned employees and contractors for accuracy, proper work methods and techniques, and compliance with applicable standards and specifications.

Supervises the preparation and maintenance of reports, records, and files; ensures the proper documentation of projects and activities. Submits reports as directed.

Provides information regarding City policies, procedures, codes, and ordinances.

Monitors changes in regulations and technology that may affect utilities maintenance services; implements policy and procedural changes after management approval.

Answers questions and provides information to the public; investigates and responds to complaints and inquiries from citizens, other departments, and agencies; recommends corrective actions to resolve issues.

Performs other duties as assigned.

Minimum Qualifications

Knowledge of:

Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures.

Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.

Basic principles and practices of budget administration and monitoring.

Applicable federal, state, and local laws, rules, regulations, ordinances, and organizational policies and procedures relevant to assigned area of responsibility.

Methods, tools, equipment, and procedures used in the maintenance, construction, installation, and repair of electrical and mechanical equipment in the City's water and wastewater treatment plants, sanitary sewer collection stations, drinking water wells, potable water booster stations, storm drain pump stations, and related facilities.

Procedures, equipment, material, and tools used in the operation, maintenance, and repair of motors, pumps, compressors, disinfection systems, pneumatic systems, and other related equipment.

Principles of operation of City water production, treatment, distribution, wastewater, and collection systems including SCADA systems.

Principles and practices of heating, ventilation, and air conditioning systems maintenance and repair.

Techniques for effectively providing a high level of customer service and representing the City in contacts with the public, vendors, contractors, other department staff, governmental agencies, community groups, and various business, professional, regulatory, and legislative organizations.

Principles and procedures of record keeping, technical report writing, and preparation of correspondence.

The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.

Modern equipment and communication tools used for business functions and program, project, and task coordination.

Computers and software programs (e.g., Microsoft software packages) to conduct, compile, and/or generate documentation.

Ability to:

Perform review of fabricating and design plans related to water and wastewater systems construction, maintenance, and repair; interpret sketches and diagrams.

Research, analyze, and evaluate new service delivery methods, procedures, and techniques.

Prepare clear and concise reports, correspondence, procedures, and other written materials.

Maintain accurate records and files of work performed.

Make accurate arithmetic and financial computations.

Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.

Effectively represent the department and the City in meetings with governmental agencies; community groups; various business, professional, and regulatory organizations; and in meetings with individuals.

Learn and understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.

Education and Experience:Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to graduation from the twelfth (12th) grade and three (3) years of increasingly responsible journey-level experience in the maintenance and repair field, including electrical and mechanical work in a wide variety of pumps, motors, boilers, electronic and hydraulic systems, including at least two (2) years in a lead role. Public sector experience in the water and wastewater area of maintenance is highly desirable. Licenses and Certifications:

Possession of, or the ability to obtain, a valid Class C California driver's license upon appointment.

Possession of a Grade II Mechanical Technologist certification OR a Grade II Electrical/Instrumentation certification issued by the California Water Environment Association (CWEA) is required within twelve (12) months of appointment.

Possession of a Grade III Mechanical Technologist certification issued by the California Water Environment Association (CWEA) is highly desirable.

Possession of a Grade III Electrical/Instrumentation certification issued by the California Water Environment Association (CWEA) is highly desirable.

May be required to complete National Incident Management System (NIMS) Training.

Additional Information

PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment; strength, stamina, and mobility to work in the field and perform medium to heavy physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp and make repetitive hand movement in the performance of daily duties; to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; and vision to inspect and operate equipment. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to operate and repair tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 25 pounds or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff. ENVIRONMENTAL CONDITIONSEmployees partly work in an office environment and partly work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives, and contractors in interpreting and enforcing departmental policies and procedures. WORKING CONDITIONS Respond to emergencies on an on-call basis, 24 hours per day, 7 days per week. DISASTER SERVICE WORKER All City of Tracy employees are, by State and Federal law, Disaster Service Workers. The roles and responsibilities for Disaster Service Workers are authorized by the California Emergency Services Act and are defined in the California Labor Code. In the event of a declaration of emergency, any employee of the City may be assigned to perform activities which promote the protection of public health and safety or the preservation of lives and property. Such assignments may require service at locations, times, and under conditions that are significantly different than the normal work assignments and may continue into the recovery phase of the emergency. If a “Local Emergency” is declared during the employee's shift, employees will be expected to remain at work to respond to the emergency needs of the community. If a “Local Emergency” is declared outside of the employee's shift, employees must make every effort to contact their direct supervisor or department head to obtain reporting instructions as Disaster Service Workers.
