Serco is excited to begin support to the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.

This position is contingent upon your ability to maintain/transfer your DoD Secret clearance.

Our Acquisition Management Analyst (PTMU Acquisition Planner), located in Crystal City, Arlington, VA, provides acquisition management systems analysis support to the Propulsion Program Management Office (PMO) in acquiring, supporting, and improving the family of F-135 engines produced by Pratt & Whitney (PW). This is a Hybrid/Telework position.

Our Acquisition Management Analyst (PTMU Acquisition Planner), as a recognized authority in the principles of acquisition management, supports our team in applying knowledge and expertise in acquisition program management to specified programs throughout their life cycles. Is a recognized authority in the acquisition process and areas relating to acquisition policy matters including acquisition streamlining, integrated systems management, manning, best practices, and lessons learned. Our Analyst provides expertise and innovation in interpreting, organizing, executing, and coordinating assignments. Applies principles, theories, and concepts to the exploration of the subject area, definition of scope, and selection of problems for investigation. May be called on to support the System Program Director at executive levels within the government and other contractor organizations, including major program reviews, inspections, conferences, and other program evaluations and major milestone events. Interacts regularly with the program office, supporting government offices, other contractors, and higher headquarters mid to upper-level staff. Is assigned to support key, critical acquisition programs.

You will be part of a dynamic team of F-35 JPO Program Managers and Analysts who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.

In this role, you will:

Assist Propulsion PMO in managing cost, schedule, and performance for the F-135 engine across development, production, sustainment, and modernization.

Assist F-135 Engine and Power and Thermal Management System (PTMS) Modernization (EPM) which consists of F-135 Engine Core Upgrade (ECU), and Power and Thermal Management Upgrade (PTMU).

Perform the duties of Acquisition Management Analyst (PTMU Acquisition Planner) in the F-35 Propulsion PMO.

Assist Propulsion PMO in serving as propulsion system integrator for the F-35 Air System.

Assist Propulsion PMO in managing propulsions systems risks.

Assist Propulsion PMO in sustaining engines for U.S. Services, Partners, and FMS customers.

Assist Propulsion PMO in managing production out of three assembly plants.

Assist Propulsion PMO in managing F-135 Component Improvement Program (CIP).

Support Propulsion PMO in delivering the following key products:Component Improvement Program – assist Propulsion PMO in addressing Propulsion Safety, Reliability, and Readiness issues; (b) Propulsion Sustainment, Production, and CIP Contracts.

F-35 Propulsion Systems – Power Module, Fan Module, Lift System, and major Line-Replaceable Units (LRU).

Propulsion Support Equipment.

Qualifications:

To be successful in this role, you will have:

An active Secret clearance.

Bachelor’s degree in related field or discipline, or an Associate degree plus an additional four years of acquisition program management, analysis, and planning related experience (total of 10 years).

The ability to provide on-site support at F-35 Joint Program Office (JPO) located in Crystal City, VA no less than 2-days per week, each week. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager. (Your onsite days in JPO office including ad hoc meetings may increase to support the needs of the customer.)

At least six (6) years’ experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management; and a minimum of four (4) years out of 6 years of recent work experience related to analysis and planning. At least two (2) years in support of a Major Defense Acquisition Program (MDAP).

To demonstrate knowledge, and/or familiarity with the DoD 5000 acquisition series, Federal and DoD acquisition regulations and PPBE process.

To demonstrate experience in the program/project status and earned value management.

To demonstrate knowledge of and experience with DoD reporting tools and major reports.

The ability to travel 10%.
