Job Description

Emergency Management Specialist

The Emergency Management Specialist provides support for all emergency management activities for the Camp Lemonnier Emergency Management (EM) division. The responsibilities include assisting with the daily operations of the EM division and supporting the Emergency Operations Center (EOC) when required. The Emergency Management Specialist collaborates with other emergency management personnel and other designated personnel to prepare for, respond to, or recover from disasters. Assists with disaster response or crisis management activities, provides preparedness training and prepares emergency plans and procedures for emergency events such as, but not limited to, hurricanes, floods, earthquakes, hazmat or man-made emergencies. Job related duties require strong organizational, interpersonal and decision-making skills. Provides direct supervision to all KBR personnel assigned to the EM annex.

Emergency Management Specialist Duties & Responsibilities

Assist with developing, revising, and implementing various emergency management related plans, including the Emergency Operations Plan and Annexes, Hazard Mitigation Plan, and Continuity of Operations Plan, to ensure compliance with Camp, Navy, and DoD requirements.

Ensure operational readiness of the Emergency Operations Center (EOC) and associated systems and technologies (e.g., Mass Notification Systems and others.) Tests and inspects EOC equipment and notification systems for functionality and effectiveness.

Staff the EOC when activated and perform duties as assigned during emergencies and planned events.

Assist in the development, implementation, coordination, delivery and evaluation of emergency preparedness trainings and exercises.

Assist in the development, implementation, and evaluation of programs, activities, and materials designed to enhance community preparedness and build resilience.

Assist in maintenance of all Emergency Management Plans.

Serve as an EM representative on working groups and planning committees.

Serve as a member of the Installation Training Team to assist the Training Officer in development and coordination of installation exercises.

Establishes metrics and analysis systems to ensure that plan reviews and actions are completed in a timely manner.

Provide input to the After Action Reviews (AAR) and identifies lessons learned for improvement to plans, training, exercises, and real emergency events.

Provides support for mitigation, preparedness, response and recovery efforts to the EOC, Incident Commander, EOC Manager or other emergency response agencies.

Ensures compliance with the National Incident Management System (NIMS) by cataloging all required training certifications by countywide first responders.

Supervises the Emergency Dispatch Center personnel and performs the functions of a Dispatcher when required.

Emergency Management Specialist Requirements & Skills

Be an American Citizen that has or be able to obtain and maintain a Secret Security clearance.

Must have or obtain within 3 months - FEMA ICS courses, ICS 100, 200, 700, 800 and 2200.

Must have or obtain within 6 months - DoD, IFSAC or ProBoard Telecommunicator I/II.

Preferred but not required: Two to four years of direct experience in emergency management supervision and administration.

Must be able to provide EM and CBRNE-D operational subject matter expertise (SME) to assess and recommend mitigations.

Work on a team or alone and be flexible to change tasks on short notice.

Perform On-Call duties when scheduled and report to work within specified timeframe and work alternate shift schedules when necessary to meet the mission requirements, to include weekends and holidays.

Maintain data and related documentation pertaining to emergency response activities and prepares periodic reports when required.

Deliver effective emergency management training to public agencies, schools, and other civic organizations.

Develop and maintain detailed reports, data, and other documentation in an organized and accessible manner.

It should be understood that employment may be located in potentially dangerous areas, including combat or war zones. This might involve the possibility of suffering harm by dangerous forces or friendly fire. These dangers are inherent to working conditions in a dangerous environment.
