This position is responsible for the full-time administrative and field support of the HSE program to ensure compliance with applicable mandates, requirements, standards, and regulations. The position is responsible for coordinating the planning, establishing, implementing, and maintaining a variety of health, safety, and environmental programs to assure the highest possible degree of safety for employees.
Duties/Responsibilities:
Maintains training & certification files for various databases
Performs & enters all the Safe Work Observations (SWO)
Leads, prepares, coordinates, and executes periodic safety meetings in the field
Independently performs training & on-going training compliance and data management associated with various HSE requirements
Coordinates the field personnel physicals
Assists with the coordination & recordkeeping of the worker medical monitoring program
Enters new hire data in the appropriate databases
Prepares project-related HSE documents including project HASP’s
Prepares online HSE field data recordkeeping
Manages the data associated with near misses; incidents; stop works & safe work observations supporting the HSE manager
Performs recordkeeping of select Medical Monitoring, Training & Certification files
Assists in the formulation & maintenance of a document control system for HSE
Manages the sub-contractor HSE qualification document program
Independently drafts preparation and presentation of the Activity Hazard Analyses for each project
Manages the data that will be generated from the transition to digital HSE forms & assists with the preparation of trend reports
Assists with the administrative support for the on-going HSE metrics required by ISNetWorld & Avetta
Interacts with the NorCal office to promote the administrative enhancement of the HSE program regarding documentation & evidence of compliance
Provides administrative support for the development and implementation of additional HSE training for superintendents
Supports the development of a written Environmental Management program and the respective document control
Knowledge/Skills/Abilities
Robust knowledge of the HSE regulations and construction industry
Familiar with Behavior based safety programs and Health and Safety Plans
General knowledge of safety management and OSHA general industry safety orders in the civil engineering/environmental remediation construction market sector
Understanding of Industrial Hygiene, COC awareness and related action levels
Detail-oriented; proficiency for accuracy; dependable; positive attitude; team player
Strong MS Office experience and data entry proficiency for developing and using spreadsheets and/or databases
Ability to multi-task and take ownership of assigned projects
Ability to lead by example and work in a collaborative team environment
Ability to assess a wide variety of personalities and proportionally interact & engage to accomplish agreed upon objectives
Strong communication skills, both written and verbal
Clear & convincing ability to coach; train and guide field construction personnel on the jobsite & in the classroom
Solid organizational skills with a passion for detail
Proactive attitude and high level of self-motivation required
Must be proficient in English speaking and writing
Education/Training
a Bachelor’s degree or 5-8 years equivalent industry experience
and knowledgeable within an engineering & intense environmental construction acting environment arenas
Knowledge of the Health, Safety & Environmental construction field preferred
OSHA #30/500 and 510 – Occupational Safety & Health Standards for the Construction Industry
OSHA 40-HOUR HAZWOPER
Physical Demands:
Ability to travel in and around Southern California and job sites on a routine basis to perform essential HSE functions
Ability to climb or descend stairs while carrying equipment (weighing up to 10 lbs.)
Work Environment:
The Health & Safety Field Officer works both indoors and outdoors throughout the year.
