COMPENSATION $118,850 - $130,000

POSITION OVERVIEW

The Waterways Commerce Cutter (WCC) Mechanical Engineer - Senior will lead a Ship Work Breakdown Structure (SWBS) team. The WCC IPT will deliver the design and build of 30 vessels in a contract valued more than $1.1B. The Coast Guard plans to acquire 16 river buoy tenders (WLR), 11 inland construction tenders (WLIC) and three (3) inland buoy tenders. The WCC Program is working under an accelerated program schedule to reach initial operational capability by 2025. Initial operational capability is achieved following post-delivery availability, test and evaluation, and certification that the first hull of each WCC variant satisfies all key performance parameters, or the threshold requirements without which the service’s aids to navigation (ATON) mission in federal inland waterways cannot be performed. Full operational capability, which will be achieved when the capability has been fully fielded, is planned for 2030.

MAIN DUTIES AND RESPONSIBILITIES

Responsible of the interviewing, onboarding, training, assigning work, and performance improvement recommendations of the assigned SWBS section team.

Meets daily with assigned SWBS section group members to identify roadblocks and remove barriers. Escalates unresolved issues to the Systems Design Manager and fellow SWBS section leads.

Monitors and controls design contractual commitments to ensure that all work is performed in accordance with the specifications, drawings, and terms of the contract.

Partners with Weight Manager to monitor and control the weight of the systems to meet design targets.

Approver of Engineering Change Notifications to formally release design data.

Ensures Engineering Change Requests are implemented into the design while maintaining compliance to the contractual requirements.

Lead the system design and defining all mission system requirements through the design phase and navigate the solution through to production and implementation.

System life-cycle activities – including System Requirements Review (SRR), System Design Review (SDR), Preliminary Design Review (PDR) and Detailed/Critical Design Review (DDR/CDR).

Development of engineering deliverables in accordance with engineering processes, ensuring safe, fit for purpose engineering deliverables, and presenting material associated with the above gate reviews.

Ensure the design is approved in accordance with relevant standards working closely with ABS lead as part of the Integrated Project Team.

Coordinates with sub-contractors and vendors to ensure timely receipt of deliverables as well as compliance to the requirements.

Analyze fuel, HVAC, steering, hydraulic, and propulsion systems to determine size requirements, power requirements, performance curves, and associated losses.

Perform hand calculations and FEA on structural components/assemblies to verify working stresses are below ultimate, yield, and endurance allowable.

Develop NX 3D models and associated 2D drawings for existing and new products in accordance with company, industry, and project standards.

Release drawings into Teamcenter system following company workflow.

Create engineering reports to show compliance with project requirements based on design, test, analysis, and similarity.

Partner with quality to troubleshoot installation issues, determine root cause, and recommend solutions.

Create product illustrated parts diagrams and write product manuals.

Contribute to the continuous improvement of the department by creating work instructions for best practices as well as mentoring/training junior engineers/designers.

QUALIFICATIONS & ATTRIBUTES

10+ years of experience in propulsion, hydraulic, fuel, water, and mechanical systems.

Experience with government procurement and contracting.

Experience leading small teams of engineers.

Bachelor’s degree in Mechanical Engineering

Required Skills:

Automation - MS Office, Project.

CAD – NX, Teamcenter, AutoCAD.

Process - Understanding of the project management process as defined by the PMI PMBOK.

Time Management - Managing one's own time and the time of others. Ensuring that all aspects of the program are met on and according to schedule.

Judgment and Decision Making - Considering the relative costs and benefits of potential actions to choose the most appropriate one.

Mathematics - Using mathematics to solve problems and possess analytical skills.

Writing & Speaking - Communicating effectively in writing as appropriate for the needs of the audience. Talking to others to convey information effectively.

Compliance – Steel and aluminum boatbuilding, mechanical and electrical systems to ABS and ABYC standards.

Design - Experience complying to ASME, and ANSI drafting standards a plus.

Management - Ability to work within tight deadlines and multi-task various activities in an organized manner.

Oral Expression - Ability to communicate information and ideas in speaking so others will understand.

Written Expression - Ability to communicate information and ideas in writing so others will understand.

Deductive Reasoning - Ability to apply general rules to specific problems to produce answers that make sense.

WORKING CONDITIONS

Position requires use of computer, telephones, and other office equipment, reading, writing, standing, sitting, walking, repetitive motions, bending, climbing, listening, and hearing ability and visual acuity.

While performing the duties of this job the employee is regularly required to stand, stoop, kneel, climb, crouch, talk and hear.

Ability to lift packages, equipment, etc., up to 20 lbs.
