Job Description

Under the direct supervision and direction of the Community Development Administrator or designee, the Building Inspector/Code Enforcement performs a variety of inspection tasks in securing and maintaining substantial compliance with codes governing residential and commercial building trades such as, but not limited to building, electrical and mechanical; reviews plans and conducts subsequent inspection of buildings in the course of construction, alterations or repair to determine if plans, workmanship and materials conform to with all existing codes. Incumbent works independently in field inspections, making decisions requiring the use of technical judgment and discretion. The employee receives assignments from the Administrator, who defines objectives, priorities and deadlines. The hours for this position are 8:00 am to 4:30 pm. This is a full-time, non-union position with a salary range of $24.77 to $30.97 per hour.

Responsibilities

Ensure the Community Development Department provides quality approval/inspection services and information to the public regarding building codes and related items.

Reviews submitted building and site plans prior to issuance of building permits.

Confers with architects, contractors, engineers and the general public in the field and office; explain and interpret building requirements, restrictions and related issues through pre-construction meetings.

Inspects residential and commercial buildings and structures during various stages of construction, remodeling and repair; enforce compliance with applicable codes, ordinances and regulations; recommend modifications and adjustments as necessary.

Inspects, concrete, steel, masonry, wood construction, installations and large variety of other complex and round building system elements for both residential and commercial.

Inspect existing commercial structures for change in use, occupancy, or compliance with applicable codes.

Assists in permit writing process as required.

Conducts inspections for compliance of all ordinances enforced by the Community Development Department.

Conducts inspections to assist other Departments such as the Health Department as needed.

Issues stop work orders for violation of county codes.

Assists the Code Enforcement Officer as needed with inspections of properties for compliance with the Tazewell County Inoperable Motor Vehicle Ordinance, and Zoning Code.

Maintain files and prepares clear and concise reports regarding inspection activities and findings on all active projects.

Testifies in court or before the Hearing Officer as necessary.

Perform other assigned tasks as required.

Minimum Qualifications

Bachelor's Degree or equivalent from an accredited four (4) year college or technical school or completion of a related apprenticeship program with four (4) years of progressive construction experience with a high degree of responsibility OR any equivalent combination of education, training, and related construction experience

Must have valid driver's license

Must be able to obtain the following International Code Council certifications with one (1) year of employment - International Residential Plan Review, International Residential Building Inspector, and International Code Enforcement

Must be able to obtain the following within two (2) years of employment - International Residential Electrical Inspector, International Residential Mechanical Inspector, and International Commercial Inspector

Must be familiar with all applicable state, federal and local ordinances, laws, rules, and regulations

Must be able to read and interpret documents such as building constructions plans, blueprints, safety rules, procedure manuals, etc.

Must have demonstrated knowledge of principals, practices, methods, and techniques of building construction and building code enforcement and related issues
