Job Description
This position is responsible for project and construction management of Authority’s capital programs including various aspects and projects of the Terminal Modernization Program. Provides leadership and critical thinking to develop strategies for successful program delivery. Develops capital procurement strategies, monitors contract compliance and performance, and executes internal controls and processes. Provides subject matter expertise for design and construction administration. Utilizes various internal and external resources to initiate construction implementation, integration, and logistics within a complex airport environment. Adapts to evolving needs of the organization for addressing challenges in collaboration with facility operations to achieve the Authority’s mission of providing premier customer service and airport facilities through operational excellence.
This is an exempt position in the Administration Department. The Project Manager reports to the Deputy Program Director (Terminal Modernization Program).
Essential Job Functions
Review various project and program plans, proposals, shop drawings and submittals. Develop project objectives and performance standards. Identify project responsibilities by determining the phases and elements of projects. Calculate timeframes and sequence the stages of various projects.
Prepare and distribute a description and timeline of projects.
Schedule preparation, pre-planning, and resource forecasting for engineering and other technical activities related to projects.
Supervise all development, procurement, and implementation of projects; responsible for producing accurate, biddable, and buildable set of plans for all the structures in a project and managing through construction completion.
Develop and manage relationships with existing consultant engineers/architects, contractors, airport tenants, and other stakeholders and maintain continual open communication.
Provides coordination logistics management with Authority departments and airport stakeholders.
Coordinate operational readiness and transition functions with Authority departments and airport stakeholders including development of operational processes and procedures with focus on facilities maintenance and operations.
Coordinates various building and airport systems integrations.
Establish a scope of work and resources required to successfully complete projects.
Supervise and coordinate the technical aspects of projects.
Prepare status reports and regularly monitor budgets, contractors, schedules, and key performance indicators. May include requirements associated with federally funded projects.
Allocate project resources appropriately, approve expenditures, and keep an accurate record and electronic database of all elements of projects.
Manage the construction, testing activities, and construction contractors until project completion.
Identify, estimate, quote, and negotiate potential changes to contracts.
Supervise final project completion and project closeout process.
Represent the Authority in project and program meetings.
Coordinate with city, state, and federal agencies regarding all permits.
Knowledge, Skills and Abilities Required
Licensed engineer, possessing a Bachelor’s degree in civil engineering, construction engineering, electrical engineering, mechanical engineering, or related field with five years’ relevant experience in complex facility construction and project management
Knowledge in engineering principles, practices, and methods; engineering project management methods; workplace safety; project finance; and budgeting
Flexibility and ability to work well in a fast-paced environment
Competency in handling simultaneous tasks and smaller projects
Capable of producing desired results while effectively utilizing available resources
Ability to consistently take initiative and use sound judgment when making decisions to benefit the organization
Problem solving capability with critical thinking skills and strategic aptitude
Effective oral and written communication skills
