Compliance Auditor (Affordable Housing) - Remote/Hybrid

WHAT WE ARE LOOKING FOR:

CONAM is offering an exciting opportunity on the Compliance team as a full-time Compliance Auditor. This is Full-Time Hourly Full benefits. Candidate must reside in one of the following states: Arizona, California, Colorado, Florida, Georgia, Missouri, Nevada, Oregon, Texas, or Washington.

Pay Range: $ 27.40 - $29.18 / Hour

2-4 years related experience preferred.

Industry experience preferred.

Experience with affordable housing programs.

HCCP and COS certifications preferred.

Knowledge of property management software platforms (Yardi, RealPage, Gracehill, Revenue Management...etc.) preferred.

Knowledge of Microsoft suite, including OneNote and Teams.

Statistical, analytical and organizational skills.

Ability to collaborate and build partnerships with multiple business units within a company.

Professional written and verbal communication skills.

Organizational skills that reflect the ability to perform and prioritize multiple tasks seamlessly with attention to detail.

Must be self-motivated and customer centric.

Duties and responsibilities

Responsibilities include, but are not limited to, the following:

Audit Support

Assist the Compliance Analyst and Regional Portfolio Managers with audit responses and obtaining final clearance letters.

Attend on-site audits as directed by supervisor.

Ensure consistent application of criteria for file corrections and file comments by the Auditor I’s. Inform the Auditor Compliance Manager of any inconsistent or inaccurate file reviews.

Provide Auditor I’s with feedback and coaching on the review quality.

Assist in the improvements to the ConAm Affordable policies and procedures are implemented as needed.

Quarterly, perform a sample audit of all recertifications that were not reviewed by Compliance (i.e. 2nd and later recerts). Assist the Auditor I’s in overseeing the standard audit program and ensure completion by the end of the subsequent quarter.

HUD & RD Support

Manage the Building Status Report (BSR) to document all review activity for HUD and RD communities.

Quarterly, compare the BSR to the Rent Roll to ensure property information is accurate for each household and apartment.

Review and submit monthly vouchers (or worksheets) for HUD and RD properties by the given deadlines.

Troubleshoot issues with the voucher submission process and initiate communication with those involved in the process.

Assist Community Manager with EIV reporting, as needed.

Prepare repayment plans for portfolio communities when necessary.

If past community history is not available in Boston Post, enter prior data to allow past certifications to be corrected by community associates.

Income Certification Reviews

Review household income certifications for initial, annual, and interim certifications, within 48 hours.

Review files for compliance with applicable federal, state, and local funding requirements and in accordance with the ConAm policies.

Review files in the in the order they are submitted. The Director of Compliance must approve when files need to be reviewed out of order.

Daily, record all file review activity using the Activity Tracking.

Timely notification and escalation to supervisor after 48-hour deadline, if not to be achieved.

Quarterly, perform an audit of all household recertifications that were not reviewed and approved by the Compliance Department.

Approve without review, second year plus recerts for properties on Quarterly Audits.

Ensure households follow the next available unit rule, when applicable.

Lease-Up Support

Communicate with RPM and Director of Compliance on progress for meeting goals set by the client by sending the 1st Time Tenant Report and Funding Status Report weekly.

Tracking and reporting to be delivered as required by the client.

Notify the Director of Compliance when any additional compliance associates are needed to complete lease-up goals.

When additional compliance associates are needed for the lease-up direct and coordinator their work to ensure that the team is working efficiently and cooperating with the property management team.

Coordinate with the client/investor's auditor to complete the first investor audit on-time.

Work with the community team to prepare all certification files in the manner (both content and order) prescribed by the external auditor.

Review the signed lease and signed TIC for each household prior to submission to the external auditor.

Ensure that all files are delivered to the external auditor and all follow-up corrections are made in a timely manner.

Update the property management team and the client on the progress of the first investor audit.

Immediately notify the RPM, RVP, and Director of Compliance if the external auditor identifies any eligibility findings.

Training

Assist in training community associates and Auditor I’s throughout the file review process, in the form of the written review comments and personal interaction.

Assist in identifying community associates who need more intensive training.

Assist in the training and development of other Compliance Department associates, as directed, through one-on-one coaching, performing feedback on secondary reviews, and participating in department training activities

Engage in required personal professional education of updates in regulations and ensure that annual training is completed.

Advise that all community associates take ConAm's CHAPP training and Housing Credit College courses.

Assist in the community associates' hands-on training of ConAm policies prior to and/or during the lease-up.

Provide file correction notes that help the community associate in mastering certification policies.

Communication

Respond to requests in an appropriate manner.

Communicate effectively and proactively on issues related to file reviews.

Respond within 48 hours of requests and provide status updates.

All other duties as assigned.
