The National Reconnaissance Office (NRO), Office of Policy and Strategy (OP&S) is a direct report to the Director NRO (DNRO), charged with being the foremost policy advisor to the DNRO and NRO leadership and with forging an NRO policy and strategy foundation that enables NRO leadership and personnel to accomplish their mission and objectives. This includes providing guidance and management of sound corporate policies; influencing commercial, civil and national security space, and international space policies and strategies; and creating, maintaining, and reporting effective and agile internal management control systems and enterprise processes.

OP&S engages with a full range of interagency partners on overhead reconnaissance-related policy and strategy issues, foreign relations, and civil space-related matters to build and maintain strategic relationships that allow the DNRO to affect agendas, shape thinking, and influence outcomes.

Policy and Strategy Officers are responsible for the development, coordination and communication of the NRO’s strategic direction in support of the Director, Principal Deputy Director, Deputy Director, OP&S and DNRO. To support this role, activities include analyzing the Intelligence Community (IC) needs and strategic environment, identifying and directing evaluations of new opportunities to optimize overhead reconnaissance capabilities, implementing activities to support strategic objectives, and coordinating with IC, Department of Defense (DoD) and international stakeholders.

This position serves as the Chief of the Capabilities Integration Division within the Strategy Integration Group (SIG) in the Office of Policy and Strategy (OP&S). OP&S reports directly to the Director, NRO (DNRO) and is accountable for successfully shaping and driving internal NRO, national, Department of Defense (DoD), Intelligence Community (IC), civil space, commercial, and international policies and strategies related to overhead reconnaissance. All of these efforts are in support of the over-arching goal of forging an NRO policy and strategy foundation that enables NRO leadership and personnel to accomplish their mission and objectives. OP&S works with a broad range of NRO and interagency partners on overhead-related policy and strategy issues, international affairs, and civil and commercial space-related issues in order to build and maintain strategic relationships and efforts that allow the NRO to affect agendas, guide thinking, and influence outcomes.

The OP&S Strategy Integration Group (SIG) shapes and drives a broad range of policy and strategy activities with interagency partners. SIG ensures that the roles and responsibilities of the Director of the NRO and the NRO enterprise are appropriately captured in national, Intelligence Community (IC), Department of Defense (DoD), and Mission Partner policies and strategies. The Group also develops and integrates NRO strategies and policies, ensuring consistency across the NRO enterprise and compatibility with broader interagency initiatives.

On behalf of the Chief of SIG, the Chief of the Capability Integration Division is responsible for leading development of policies that support the design and acquisition of emerging NRO capabilities, as well as the integration of NRO capabilities with broader DoD and IC space architectures. The position is also responsible for NRO participation in interagency policy forums related to science and technology, research and development, acquisition, and related functions. The successful candidate will be required to work across multiple stakeholders—both internal to the NRO and across the DoD and the IC—to devise agreements that enable the success of NRO programs in terms of broader NRO, DoD, and IC objectives. The Chief of the Capability Integration Division must have excellent self-initiative and be skilled in critical thinking, multi-tasking, and communicating across a range of complicated national security and space policy topics.

What You Need

Knowledge of NRO acquisition processes and program office functions

Proven ability to analyze policy and strategy documents and identify gaps, risks, and opportunities

Proven ability to communicate effectively and professionally, both orally and in writing, with all levels of the workforce, including senior leadership

Proven ability to work in a fast-paced environment with tight deadlines

Strong interpersonal, leadership, and teambuilding skills

Experience leading and participating in cross-disciplinary or cross-agency teams to solve challenging problems related to space, intelligence, and/or defense

Knowledge of the DoD, IC, and national-level strategies and their application in the space domainDesired Qualifications

5+ years of experience directly supporting NRO, IC, or DoD intelligence-related activities

3+ years of experience and current knowledge across the spectrum of NRO mission programs and capabilities

3+ years of experience in IC/DoD acquisition programs

Experience supporting IC, DoD, or NRO intelligence-related policy and strategy functions or equivalent

Experience developing, analyzing, and implementing executive orders, laws, national level policies, as well as IC/DoD policies and proceduresQualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

Salary

2024 salary range for the Washington, DC area:

GG-14 $139,395 – $181,216.

GG-15 $163,964 – $191,900.

**This position is a full performance level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position. To qualify for the position, federal government employees MUST currently be at the GG – 14/15 grade level and may ONLY apply for a lateral reassignment at their current grade level and step. Hiring Incentives

Trial Period

All new DCIPS employees will be required to serve a 2-year trial period.
