Sayres, a prominent leader in defense support services to the DOD in the shipbuilding industry, is currently seeking a highly experienced Senior Ship Acquisition and Lifecycle Analyst with Secret Clearance in Washington, DC. As a key member of our team, the Senior Analyst will provide executive-level acquisition and lifecycle management support for the US Navy auxiliary ship/service craft/small boat major acquisition program office within Naval Sea Systems Command (NAVSEA).

Responsibilities:

The Ship Acquisition and Lifecycle Analyst will collaborate with a team of analysts in navigating complex shipbuilding procurement and design/build contract evolutions using DOD 5000 processes. They will also manage ship lifecycle management activities, including maintenance, engineering, and repair/availability management. Duties include, but are not limited to:

1. Executive-Level Support: Provide high-level acquisition and lifecycle management support for major US Navy auxiliary ship/service craft/small boat programs.

2. Program Management: Apply specific program and operational knowledge of ACAT acquisition processes and lead special project initiatives on behalf of the government/military customer.

3. Stakeholder Engagement: Interface with a wide range of stakeholders throughout the Navy and industry, including shipyards and commercial vendors.

Additional Duties:

4. Budgetary Oversight: Assist in managing program budgets, cost estimates, and financial forecasting.

5. Contract Negotiations: Participate in contract negotiations with shipyards and vendors to ensure optimal terms and conditions.

6. Risk Management: Identify and address potential risks and issues related to ship acquisition and lifecycle management.

7. Engineering Support: Collaborate with engineering teams to ensure compliance with technical specifications and requirements.

8. Compliance Assurance: Ensure adherence to relevant regulations, policies, and standards during the acquisition and lifecycle phases.

9. Performance Analysis: Conduct performance evaluations and assessments of shipbuilding programs and recommend improvements.

10. Lifecycle Planning: Develop long-term plans for ship maintenance, upgrades, and modernization to enhance operational efficiency.

Requirements:

- Minimum 5 years of relevant experience in ship acquisition and lifecycle management.

- Bachelor's degree in a related field.

- Minimum 5 years of experience in shipbuilding or relevant environments.

- Secret Clearance.

- Excellent communication and organization skills.

- Preferred certifications include PMP (Project Management Professional) and DAU/DAWIA (Defense Acquisition University/Defense Acquisition Workforce Improvement Act) training.

- Preferred first-hand experience with USN Service Craft/Auxiliary Ships or Small Boats.
