Principal Applications Analyst

Responsibilities

The Information Technology Directorate is seeking to hire a Principal Applications Analyst who is a team player and has strong experience supporting and developing in our current implementation of our Enterprise Oracle e-Business Suite (EBS) Procurement products and interfacing applications.

Key Responsibilities

Execute knowledge of technical principles, theories, standards, practices and procedures in software development.

Write program code from internal specification documentation or outdated application code and prepares test plans, tests data, run tests, observes results and corrects program code to resolve any differences from specifications.

Assist in the administration and technical responsibility of our Enterprise Oracle e-Business Suite procurement products and modules.

Develop applications including support for users, translating business requirements into enhancements; configuring and testing changes; maintaining and monitoring system security and permissions; and coordinating activities with other team members, the application owner, and IT.

Identify, report, and assist in the remediation of Cyber Security threats and vulnerabilities.

Lead complex projects that may involve other IT sections, other departments, and consultants.

Provide direction, support, mentoring, and training of less experienced team members.

Qualifications

Due to the nature of our work, US Citizenship is required for all positions.

Bachelor’s degree in a computer related field or equivalent computer-related experience with at least 8 years of relevant, progressively responsible experience.

Strong knowledge and experience in Oracle EBS modules and other Oracle products with significant experience in Procurement modules.

Experience using My Oracle Support, OTN and other Oracle-provided support resources.

Experience with developer-related EBS setups such as creating custom concurrent programs and executables, defining key and descriptive flexfields, define custom profile options, menus, forms, functions, etc.

Understanding basic EBS architecture such as Oracle naming and setup conventions, file system layout, server architecture, etc.

Must have experience in Procurement Services, iSupplier, Procurement Contracts, and familiarity with Application Object Library concepts and resources and understanding of the table relationships (ERD) of the primary FND tables.

Oracle EBS 12.1.3 developer background with expert skill in:

Oracle SQL

Purchasing module

iProcurement module

AME

BI Publisher report creation including data modules

PL/SQL – ability to understand Oracle seeded PL/SQL program units

Oracle Forms and Reports

Oracle Forms Personalization

Oracle Workflow Builder

Oracle Application Framework (OAF) and Oracle Application Development Framework (ADF)

APEX experience is a plus

Oracle Fusion experience is a plus

Must possess strong analytical and problem-solving skills.

Experience trouble shooting and testing applications.

Ability to multi-task and maintain organization in a fast-paced, changing environment.

Must possess excellent customer service skills and good oral and written communication skills enough to communicate with co-workers, customers, write clear and concise reports, gather information, and collect information.

Telecommuting or teleworking may be a possibility for this position.

Personnel may be requested by leadership to work in excess of 40 hours per week due to projects, activities, and emergences; critical operational demands may occasionally require off-shift work.

Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

Must possess a valid driver's license.

Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’
