POSITION SUMMARY

Q2 Impact is recruiting an experienced Sr. Contract Manager to join Q2 Contracts Department and support our corporate, program and project management teams in all day to day contractual and compliance aspects of USG projects implementation.

PRIMARY RESPONSIBILITIES

Sr. Contract Manager will be responsible to administer U.S. Government Contracts of different level of complexity and Cooperative Agreements and will serve as resource and trusted advisor for the program and project management teams, and corporate teams on USAID and other USG donor compliance issues.

Work closely with Project Management team to develop project management processes that ensure compliant contract management of subcontractors, grantees, vendors, personnel, field office operations, etc.

Lead all corporate procurement, contracts, and grants compliance operations.

Manage and, build, and update as needed full cycle corporate and project-related procurement and contracting processes, tools, and systems.

Analyze contractual requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and Q2 policies and procedures

Prepare subcontracts, grants, subawards, consultant agreements, and vendor purchase order agreements as needed.

Review prime contract documents for signature.

Support certain components of cost volume-related documentation for proposals, such as teaming and pre-teaming agreements, evidence of responsibility, Section K, etc.

Support the BD Department and support with management of Q2’s procurement mechanisms, such as but not limited to Q2 GSA Schedule.

Develops and and maintains compliance-related guidance documents and training materials.

Supports maintaining SAM.gov registration and other company certifications.

Provide corporate-level registration, procurement, and vendor management support.

Provides business skills/expertise in administration of federal government contracts of varying size and complexity, analysis of moderate to complex bids and proposals, a thorough working knowledge of the USG regulations, and the ability to interact with customers and lead contract negotiations.

Review contracts for type, provisions, selection, responsibility determination, and required approvals.

Develop grants-related tools, templates, processes, and manuals.

Assist in developing guidance documents and training materials for our home office and project teams.

Maintain SAM.gov registration and other company certifications.

Stay current with regulatory changes and compliance best practices

Provide training for Q2 staff Provide training on contractual issues to headquarters and field office staff.

MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS

Bachelor’s degree and 10 years of relevant experience; Master's degree and 8+ years relevant experience or equivalent combination of education and experience.

Experience in managing multiple contract types (e.g. CPFF, CPIF, CPAF, FFP/LOE, T&M, FFP) and solicitation types (e.g. FAR Parts 8, 15, and 16).

Experience in interpreting and applying USAID Acquisition rules and regulations, including FAR, AIDAR, ADS, FTR, DSSR, and FAM.

Demonstrated experience in full cycle contract and subcontract management, from solicitation to close-out.

Demonstrated experience supporting project management teams with contract compliance.

Demonstrated experience managing and/or providing contract compliance support to USAID contracts and grants-under-contract.

Demonstrated experience negotiating and/or managing subcontracts.

Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Preferred Qualifications:

Experience supporting USG agencies

Advanced degree and/or master’s certificate NCMA: CFCM, CCCM, or CPCM.

Strong Operational knowledge of the Federal Acquisition Lifecycle

Demonstrated experience with the development, submission, and negotiation of product related Governmentwide contract vehicles
