Background and Scope of Work:

The Institute for Security Governance (ISG), an organizational entity of the Defense Security Cooperation University (DSCU) within the Defense Security Cooperation Agency (DSCA), will be collaborating with the Defense Institute of International Studies (DIILS) in planning for, and implementing, institutional capacity building (ICB) engagements with emerging partner nations in the pursuit of mutually agreed-upon institutional capacity building objectives related to defense legal topics/themes.

These security cooperation engagements will typically be for short-term technical assistance, with the focus for each engagement being tailored to the needs of the country and to mutually agreed upon objectives.

Dexis is currently calling for CVs and resumes of interested Subject Matter Experts and consultants with expertise in common topics/themes for these engagements, which may include:

Military Law Organizational Development and Relationships

Principles, Practices, Processes, and Standards in Military Justice Codes

Policy Development for Legal Systems

Operational Law (Role of legal review and advice in planning and executing operations)

International Humanitarian Law

Law of Armed Conflict

International Peacekeeping Law

Acquisition Law

Defense/Military Coordination with Legislative/Parliamentary Efforts

Legal Aspects of Defense Support to Civil Authorities

Military Law Jurisdiction vs. Civil Jurisdiction

Professional Education and Development for Defense Legal Personnel

Maritime Law Enforcement

Consultants/SMEs will draft, develop, and/or contribute to deliverables that may be completed or finalized by contractor or government personnel. Deliverables may include:

Study Reports

ICB Engagement Support Materials

Ad hoc Papers, Reports, Planning Documents

After Action Reviews

Meetings / Calls

Trip Reports

Travel will be required during these short-term engagements, possible destinations include:

Afghanistan, Argentina, Armenia, Azerbaijan, Bosnia in Herzegovina, Cameroon, Chad, Chile, Colombia, Croatia, Djibouti, Georgia, Ghana, Guatemala, Guyana, Montenegro, Indonesia, Nepal, Iraq, Niger, Jordan, Nigeria, Kazakhstan, Qatar, Kenya, Saudi Arabia, Kosovo, Serbia, Liberia, Tajikistan, Lebanon, Thailand,

Macedonia, Trinidad and Tobago, Malaysia, Tunisia, Uganda, Mali, Uganda, Moldova, Ukraine, Mongolia, Uzbekistan.

Tasks and Responsibilities:

Budget Analysts responsibilities may include:

Examine budget estimates for completeness, accuracy, and conformance with procedures and regulations.

Analyze budgeting and accounting reports.

Review budget proposals and funding requests

Conduct cost/benefit and other types of analyses

Submit budget recommendations for approval or rejection of funding requests

Explain and defend recommendations to stakeholders

Ensure the organization's budget adheres to laws, regulations, policies, and guidelines

Oversee expenditure and identify trends in spending

Make forecasts for future budget needs

Suggest improvements to budgets

Prepare periodical and special reports

Selection Criteria: All labor categories require at least a Secret security clearance. A Top Secret security clearance is preferred.

Junior:

Bachelor's degree (in accounting, finance, business or relevant field preferred)

Up to 3 years of experience

Relevant experience in legal-related defense topics listed above

Experience working with budgets

Excellent mathematical ability and an analytical mind

Proficient in MS Office and databases; knowledge of graphic software is a plus

Attention to detail

Fluency in English

Journeyman:

Bachelor's degree or higher (BSc/MSc in accounting, finance, business or relevant field preferred)

At least 3 years of experience

Relevant experience in legal-related defense topics listed above

Ability to work independently

Fluency in English

Proven experience as budget analyst

Knowledge of data analysis and forecasting methods

Understanding of budgeting and regulatory requirements

Excellent mathematical ability and an analytical mind

Proficient in MS Office and databases; knowledge of graphic software is a plus

Outstanding communication skills (verbal and written)

Attention to detail

Senior:

Master's degree or higher

At least 10 years of experience

Relevant experience leading high-visibility work in legal-related defense topics listed above

Ability to work independently

Fluency in English

Demonstrated ability to lead

Demonstrated ability to work independently

Detail Oriented

Ability to produce high-quality reports in English

Experienced in providing detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues

Proven experience as budget analyst

Knowledge of data analysis and forecasting methods

Understanding of budgeting and regulatory requirements

Excellent mathematical ability and an analytical mind

Proficient in MS Office and databases; knowledge of graphic software is a plus

Outstanding communication skills (verbal and written)

Attention to detail

Subject Matter Expert:

Highly specialized or particular expertise in any of the legal-related defense topics listed above

Ability to work independently

Fluency in English

Demonstrated ability to lead
