Background and Scope of Work:
The Institute for Security Governance (ISG), an organizational entity of the Defense Security Cooperation University (DSCU) within the Defense Security Cooperation Agency (DSCA), will be collaborating with the Defense Institute of International Studies (DIILS) in planning for, and implementing, institutional capacity building (ICB) engagements with emerging partner nations in the pursuit of mutually agreed-upon institutional capacity building objectives related to defense legal topics/themes.
These security cooperation engagements will typically be for short-term technical assistance, with the focus for each engagement being tailored to the needs of the country and to mutually agreed upon objectives.
Dexis is currently calling for CVs and resumes of interested Subject Matter Experts and consultants with expertise in common topics/themes for these engagements, which may include:
Military Law Organizational Development and Relationships
Principles, Practices, Processes, and Standards in Military Justice Codes
Policy Development for Legal Systems
Operational Law (Role of legal review and advice in planning and executing operations)
International Humanitarian Law
Law of Armed Conflict
International Peacekeeping Law
Acquisition Law
Defense/Military Coordination with Legislative/Parliamentary Efforts

Professional Education and Development for Defense Legal Personnel
Maritime Law Enforcement
Consultants/SMEs will draft, develop, and/or contribute to deliverables that may be completed or finalized by contractor or government personnel. Deliverables may include:

Meetings / Calls
Trip Reports
Travel will be required during these short-term engagements, possible destinations include:

Tasks and Responsibilities:
Financial Specialists responsibilities may include:
Analyze historical and current financial data
Develop predictive financial models to support organizational decision-making
Analyze processes to identify gaps that can improve effectiveness and efficiency
Establish benchmarks for financial processes
Track current financial data
Study industry-specific research and available data to predict trends
Create written reports that enable teams to make strategic decisions to meet goals
Prepare documentation for funding opportunities
Develop forecasting tools to automate financial data analysis
Selection Criteria: All labor categories require at least a Secret security clearance. A Top Secret security clearance is preferred.
Junior:
Bachelor's degree
Up to 3 years of experience
Relevant experience in legal-related defense topics listed above
Experience working as a financial analyst
Fluency in English
Journeyman:
Bachelor's degree or higher
At least 3 years of experience
Relevant experience in legal-related defense topics listed above
Ability to work independently
Fluency in English
Proven experience working as a financial analyst
Proven proficiency in spreadsheets, databases and financial software applications (including the software applications that you are currently using in your organization or plan to use in the future)
Excellent reporting, presenting and communication skills
Understanding of generally accepted accounting principles
Ability to work with large datasets
Strategic thinking and organizational skills
Proven analytical and financial modeling skills
Senior:
Master's degree or higher
At least 10 years of experience
Relevant experience leading high-visibility work in legal-related defense topics listed above
Ability to work independently

Detail Oriented
Ability to produce high-quality reports in English
Experienced in providing detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues
Proven experience working as a financial analyst
Proven proficiency in spreadsheets, databases and financial software applications (including the software applications that you are currently using in your organization or plan to use in the future)
Excellent reporting, presenting and communication skills

Highly specialized or particular expertise in any of the legal-related defense topics listed above
