Position Overview

This position oversees all aspects of the proposal process in pursuing new business and re-competing existing business through the federal Request for Proposal (RFP) acquisition process. The Proposal Manager must be able to handle proposal development from start to finish while ensuring a high standard of quality and timely submission. The ideal candidate is able to quickly grasp the scope and dynamics of each proposal to establish successful strategies for proposal responses.

Job Responsibilities and Success Factors

Manages the development process of federal proposals from RFP release to oral/written presentation. Responsible for delivering high-quality, compliant proposals within established deadlines.

Reads and analyzes the RFP. Prepares and manages proposal directive materials such as outlines, schedules, kick-off presentations, etc. Identifies needed personnel and delegates responsibilities.

Gathers, reviews, and submits RFP clarification questions.

Works with the pricing team to ensure communication of all pertinent information so that the proposal response is priced competitively.

Manages the writing and editing process. Interviews subject matter experts and drafts content. Assembles and reviews the efforts of partner teams, consultants, subcontractors, writers, editors, and illustrators. Performs desktop publishing, proofreading, quality control, and print reproduction.

Ensures consistency and accuracy of win themes and key messages throughout the proposal.

Review and edits proposal sections for compliance, completeness, and readability.

Reviews proposal draft and final versions for responsiveness, thoroughness, accuracy, staffing, financial considerations, quality, and effective design and layout of the response. Ensures proposal structure complies with the RFP requirements.

Schedules and facilitates all meetings, including kickoff, section planning, color team reviews, debrief sessions, and proposal lessons learned meetings.

Simultaneously and effectively manage multiple proposals and projects. May periodically work extended evening and weekend hours, sometimes on short notice.

Education and Minimum Qualifications

Must have a bachelor’s degree.

Must have 1 – 2 years of experience in federal contracting.

Ability to manage multiple tasks concurrently in a fast-paced environment.

Expert knowledge of Microsoft Word, including inserting graphics, captions, headers, and footers.

Strong attention to detail, organizational skills, and time management skills.

Knowledge of Shipley Associates proposal management process.
