JOB SUMMARY

The Proposal Manager position is responsible for developing and managing winning, compelling, and 100% compliant proposals for federal contracts based on industry standards and best practices such as Shipley. This position works closely with our business development team, project managers, subject matter experts, and writers to ensure that our proposals are of the highest quality and meet all government requirements.

DUTIES AND RESPONSIBILITIES

Develop and manage winning proposals for federal contracts.

Conduct thorough research and analysis on government solicitations and RFPs.

Develop and implement proposal timelines and milestones.

Write and edit proposal content, including executive summaries, technical sections, past performances, and cost proposals.

Manage and track proposal submissions.

Ensure compliance with all government proposal requirements.

Leads and attends proposal kick-off meetings and leads team reviews.

Coordinate with capture managers, subject matter experts, and writers.

Present proposals to government customers.

Track proposal win rates and analyze proposal performance data.

Stay up to date on government contracting regulations and policies.

Update and manage Business Development pipeline.

Manage the proposal repository and version control of all proposal documents, distribution, receipts, and processing of data calls, managing proposal schedules, scheduling meetings, and the logistics to make meetings smooth and successful, and managing the production process for proposals before color reviews and submission.

EXPERIENCE

5+ years of experience in proposal development and management.

Proven track record of success in winning federal contracts.

Excellent writing, editing, and oral communication skills

Demonstrated research and analytical skills in defining and tracking business development opportunities.

Experience with project management methodologies.

Knowledge of government contracting regulations and policies.

EDUCATION

Bachelor's degree in business administration, marketing, communications, or a related field.

Experience with Shipley or a similar proposal management software.

SKILLS & ABILITIES

Proven ability to work independently or as part of a diverse team to meet critical deadlines.

Excellent people skills - able to work with teams of varying sizes, technical abilities, and levels of authority with both internal corporate staff and teammates.

Thorough, detail-oriented, and organized, with excellent time management skills and the ability to prioritize.

Excellent multi-tasking abilities. Must be able to handle multiple projects simultaneously.

Ability to understand and verify compliance with proposal requirements and able to create compliance matrix.

Solid knowledge of Microsoft Word, Excel, Adobe, and PowerPoint, required.

Excellent conceptual, problem-solving, and analytical skills.

Comfortable working with team members remotely (e.g., via video conferencing like Teams, Zoom, etc.).

Able to work long hours and weekends if required (infrequent)
