FOIA BPA Project Manager

Place of Performance - Work assignments will be generated from the Department of Health and Human Services (HHS) Headquarters (HQ) in the Greater Washington DC area. However, employees will all work at the Contractor's facility or possible off-site location.

The Assistant Secretary for Public Affairs (ASPA) Freedom of Information Act (FOIA) and Communications Blanket Purchase Agreement (BPA) seeks to enhance ASPA's FOIA and Public Affairs operations by reducing backlog, establishing a centralized FOIA structure, improving governance and compliance, streamlining workflow, providing training, and ensuring effective communication. The project manager will oversee these efforts, coordinating FOIA processing, press inquiries, event planning, and policy rollouts. They will also ensure compliance with FOIA laws and regulations, including FOIA requests, Executive Orders, and Department of Justice (DOJ) guidelines, while maintaining transparency and responsiveness in communications.

Duties:

Manage all aspects of the contract, including Call Management and Project Management tasks.

Hold the team accountable for meeting project deadlines and goals.

Provide feedback and corrections to ensure all deliverables are met.

Conduct independent research, review, and analyze complex records according to policies, regulations, and case law.

Conduct quality control reviews of analysts' work product.

Credentials:

Bachelor's degree in a related field (e.g., Public Administration, Communications, Law) required.

Project Management Professional (PMP) certification is preferred.

Experience managing FOIA or communications projects in a government or public affairs setting.

Required Qualifications:

Demonstrated experience managing government contracts, including Call Management and Project Management tasks.

Strong understanding of FOIA regulations and compliance requirements.

Excellent organizational and communication skills.

Ability to work independently and as part of a team.

Additional Preferred Qualifications:

Master's degree in a related field.

Experience with change management and risk management.

Familiarity with ASPA FOIA Governance Framework.

Experience working with FOIA management tools and document repositories.

Clearance:

Must undergo a background investigation based on their position sensitivity designation, complying with Parts 1400 and 731 of Title 5, Code of Federal Regulations (CFR).

Must complete the OpDiv non-disclosure agreement.

Must submit a copy of each signed and witnessed non-disclosure agreement (NDA) to the Contracting Officer (CO) and/or CO's Representative (COR) before commencing any work under this acquisition.
