Under limited supervision, manages projects through the full life cycle from project definition and approval through implementation and evaluation of all project deliverables. Provides guidance to the project team. May also serve in a lead role.

Job Description:

The Georgia Department of Community Health (DCH) is in the process of transforming existing legacy Medicaid Enterprise Systems (MES) into modern, loosely coupled, seamlessly integrated, modular systems where the exchange of data and processes is seamless and automatic. This procurement and implementation represent one of the largest and most significant projects at DCH and will impact millions of Georgians with the goal of improving health outcomes and wellness and improving system performance and efficiency.

DCH is seeking a highly skilled and experienced Test Lead to coordinate and lead the testing efforts for the Medicaid Enterprise System Transformation initiative. The successful candidate will be responsible for developing and executing comprehensive test plans, ensuring the quality and functionality of the application, and managing a team of testers.

Duties & Responsibilities:

Collaborate with stakeholders to define testing objectives, success criteria, and acceptance criteria.

Collaborate / Facilitate with subject matter experts to author test strategies and use cases to exercise the Medicaid enterprise.

Coordinate the execution of multiple test phases including functional user experience, regression, integrations (API and Flat File), reports, and performance testing

Identify, log, and manage defects through the testing lifecycle, ensuring timely resolution.

Develop, document and orchestrate detailed test plans, test strategies, and test cases to validate the functionality and performance of the application.

Coordinate with project managers, module vendors, business analysts, and development teams to understand project requirements and timelines.

Lead a team of testers, providing guidance on testing methodologies, best practices, and use of testing tools.

Solicit, assess, and recommend test automation tool(s)

Coordinate the utilization of automated testing tools and scripts to enhance testing efficiency and coverage.

Partner with Medicaid Enterprise module vendors and team leads to author cross module test cases.

Coordinate the execution of cross module test cases.

Conduct risk assessments and provide recommendations to mitigate testing related risks.

Develop and maintain test documentation, including test plans, test cases, and test scripts.

Monitor and report on testing progress, including test execution metrics and defect status.

Report test progress, defects and risk to DCH executive leadership team and project sponsors

Implement continuous improvement initiatives to enhance the effectiveness of the testing process.

Partner with organizational design term to design and resource the Medicaid Enterprise testing center of excellence

Qualifications/ Preferred Qualifications:

Working Multi Module and Multi Vendor Environment

Strong understanding of software testing principles, methodologies, and best practices.

Experience with both manual and automated testing, including the use of testing tools.

Coordination of Cross Functional Testing

Development of Integrated Master Test Plan

Requirements Traceability

Excellent analytical and problem solving skills with a keen attention to detail.

Effective communication and leadership skills, with the ability to lead and motivate a team.

Knowledge of testing in Agile and Waterfall methodologies.

Familiarity with project management and collaboration tools.

Medicaid / Healthcare (strongly preferred)

Familiarity with Center for Medicaid and Medicare Services (CMS) testing standards and framework (strongly preferred)

State Government / Public Sector (preferred)

Project / Program Management Certification (preferred)

ISTQB Certified Tester – Advanced Level or equivalent certification (preferred)

Project Management Professional (PMP)® Certification (preferred)

JIRA Configuration and Administration (preferred)

Facilitation (preferred)

Education:

Bachelors degree in computer science, information technology, or equivalent experience.

Required Skills:

Experience as a Test Lead coordinating and leading testing efforts in a large enterprise application environment 4 Years

Development of Integrated Master Test Plan 4 Years

Development and maintenance of automated test scripts and frameworks 7 Years

Development of manual testing using manual test techniques 7 Years

Coordination of Cross Functional Testing 5 Years

Agile project methodology experience 5 Years

Experience testing in Agile and Waterfall methodologies. 5 Years

Experience creating Requirements Traceability Matrix (RTM) and end to end tracking across the project life cycle 3 Years

Experieince with Jira, Confluence, Smartsheet and other similar tools 3 Years

Experieince with project artifact curation and collaboration with shared tools and resources 4 Years

Experience presenting to stakeholders and/or senior leadership

Proficiency with MS Project, Outlook, Word, Excel, Visio, and PowerPoint and other similar tools

Knowledge and experience with Medicaid, managed care, MMIS, health claims payment and processing, population health management, or other similar areas

Center for Medicaid and Medicare Services (CMS) testing standards and framework

Project Management Professional (PMP)® Certification
