We are looking for a Government Contracts Manager to join our team. This position will develop and administer U.S. Government bids, contracts and related contractual and regulatory-compliance materials. The Government Contracts Manager also tracks, creates and maintains contract data requirements and deliverables. The candidate will have business skills/expertise in administration of federal government contracts of varying size and complexity, analysis of moderate to complex bids and proposals, a thorough working knowledge of the FAR, and the ability to interact with customers and lead contract negotiations. This individual will also interact regularly with counterparts in other functional areas of the Company and therefore must be able to communicate effectively.

Responsibilities:

Administer U.S. Government prime contracts and prime contractor-issued subcontracts, and interface with business stakeholders on a daily basis to ensure contractual actions, including proposals with the Sales and Bids/Proposals teams, are delivered on time.

Support the Bids/Proposals team in providing contract analysis and review of RFQ/RFPs and other competitive U.S. Government contract offers.

Work with business stakeholders, functional counterparts, and customers to resolve contractual issues.

Daily administration of U.S. Government contracts and prime contractor-issued subcontracts of various types and complexity, to include FFP, T&M, Cost-Reimbursement, IDIQs, etc.

Review of contractual documents and negotiation of terms and conditions. Analyze contractual requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and Company policies and procedures.

Administer the Company’s profiles for designated entities in the System for Award Management, and prepare representations and certifications as required by the FAR/DFARS.

Compile and submit U.S. Government required contract data, including service contract reports, Individual Subcontract Reports, and Summary Subcontract Reports for designated contracts.

Review Contractor Performance Assessment Reports and obtain comments to same from business stakeholders.

Prepare and administer correspondence, supporting documents, and contract documentation to ensure timely and coordinated submittal.

Interact daily with Program Managers, Contracting Officers, and other operational representatives.

Communicate contract policy and practice to internal business teams.

Ensure contract review, approval and execution in accordance with corporate policies and standard operating procedures.

Act as custodian of contractual and program records for assigned contracts.

Handle confidential and non-routine information.

Review solicitations and responses for proposals, bids, and contract modifications. Activities include analysis of solicitation requirements, terms and conditions, payment terms, identification and mitigation of risks, and contract negotiation.

Qualifications:

Bachelor’s Degree, preferably in Business Administration or related field.

8 years of contract administration and contract management experience, including a full range of commercial and U.S. Government contract and subcontract types including FFP, T&M, Cost-Reimbursement, and IDIQs. Experience with CRADAs desired.

Experience working with U.S. Government agencies, such as DHS, DOS and DoD. Experience working with large prime U.S. Government contractors desired.

Must have strong background and knowledge of the FAR and other associated supplemental contracting regulations (e.g., DOSAR, HSAR, DFARS, etc.).

Excellent communication and writing skills with both internal and external customers.

Thorough knowledge of all appropriate ethical standards regarding contracting actions.

Experience working with a Product Manufacturing Company desired.

Strong demonstrated knowledge of commercial contract terms and conditions.

Must have the ability to make sound business judgments, handle multiple contractual activities with a short turnaround time, and work independently, as well as part of a team.

Highly motivated and detail oriented with the ability to communicate effectively, solve problems and create trusting relationships with both internal and external clients in quick turnaround environment.

Must have experience in solicitation analysis, risk assessment, contract negotiation, and issue resolution.

Ability to prioritize multiple tasks with competing urgencies.

Experience drafting, negotiating, and administering subcontracts desirable.

Must be able to complete job responsibilities working with different time zone needs such as attending late night/early morning meetings by phone and/or web to meet business needs; travel required <5%.

DoD Secret (S) clearance or eligibility to obtain a security clearance desired.
