TITLE: Director of Human Resources (HR)
DEPARTMENT: Administration
REPORTS TO: Chief Executive Officer (CEO)
STATUS: Full Time, Exempt – 37.5 hours per week
Job Purpose and Summary
The Director of HR leads and directs the daily operation and functions of the Human Resources department in these four primary areas:
Recruitment/Retention/Engagement:
Manages the talent acquisition process, which includes recruitment, interviewing and hiring of qualified job applicants, collaborating with program managers to understand skills and competencies required for openings
Plans and conducts new hire orientation/onboarding to foster positive attitude toward Harrisburg’s Mission, Vision and Purpose
Prepares employee separation notices and related documentation, and conducts exit interviews when possible
Administrative/Compliance:
Sets up and maintains all employee files accurately, confidentially, and timely in accordance with grant requirements
Processes paperwork for all employee transactions including hires, promotions, transfers, pay changes, terminations, etc.
Manages the background clearance and renewal process for all staff
Investigates employee issues and conflicts to bring them to resolution
Reviews recommendations and documentation provided by Program Directors relating to employment, appraisal, and termination of respective program staff
Revises and updates policies, procedures, and guidelines on an ongoing basis, ensuring accuracy, completeness, fairness, and legal enforceability
Serves as contact for all unemployment compensation and workers compensation claims. Represents as needed at unemployment compensation-related hearings.
Develops and maintains all job descriptions in compliance with government reporting guidelines
Ensures compliance with local, state, and federal regulations
Processes all FMLA and other extended leave requests; ensuring compliance with all local, state, and federal requirements and ensuring proper documentation received
Manages routine inquiries regarding human resources programs, policies, and procedures
Identifies and responds to the needs of staff, and communicating staff concerns appropriately and timely with managers
Benefits Coordination/Payroll:
Co-ordinate and conduct annual open enrollment sessions and assist employees with questions and concerns
Ensure timely completion of all ongoing benefit enrollment throughout the calendar year
Manages the mandatory EAP referral process for staff in coordination and cooperation with Program Director
Ensure timely completion of bi-weekly payroll processing by Payroll Staff Accountant; serve as a back-up in the event of illness or absence
Oversight of Retirement Fund administered by Payroll Staff Accountant to ensure timely submission of eligibility, change of status forms or benefit deductions
Thought Leadership:
Provides advice and direction regarding employee relations issues including, but not limited to disciplinary actions, communication, terminations, hiring, training, etc.
Recommends policies/procedures which enhance staff relations.
Design and implement employee retention/engagement strategies and activities
Maintains knowledge of trends, best practices, regulatory changes and recent technologies in human resources, talent management and employment law.
Qualifications:
Master’s degree preferred will consider bachelor’s with commiserate leadership experience in human resources, labor relations, organizational development, business, or related area; relevant work experience may be a substitute
A minimum of five years of high-level human resource management experience required
SHRM-CP or SHRM-SCP required
Knowledge of a broad range of human resource strategies and practices, including performance management, safety, recruitment, employee relations and conflict resolution
Thorough knowledge of employment-related laws and regulations
Ability to create a culture of diversity, inclusion, collaboration, and teamwork
Excellent verbal and written communication skills
Excellent interpersonal, negotiation, and conflict resolution skills
Excellent organizational skills with strong analytical and problem-solving skills
Ability to act with integrity, professionalism, and confidentiality
Previous experience with insurance and benefits
Proficient with Microsoft Office Suite or related software
Proficient with or the ability to quickly learn the organization’s HRIS and payroll systems
Valid driver’s license, reliable personal vehicle, proof of insurance and clean driving record. Ability to drive to various sites in Dauphin and/or Perry Counties as required using personal or company vehicle
Child abuse, criminal and FBI clearances required
